Memphis residential utility bills rank the lowest in cost for the fifth straight year

(May 18, 2017) – Since 2013, Memphis has earned the top spot for having the lowest combined typical winter residential bill among selected cities across the country.

Last year, a typical winter residential bill was $243.79. This year, the bill increased slightly to $253.09, a difference of $9.30. MLGW’s financial management remains a driving force in keeping utility bills as low as possible.

The largest three-service municipal utility in the nation, MLGW delivers electricity, natural gas and water throughout Memphis and Shelby County. Each year we strive to not only deliver the best possible price, but also the highest quality service. One way we measure our performance is to examine how Memphis’ typical winter bills compare to other cities in the U.S.

We survey more than 50 cities, including many that are geographically close to Memphis, as well as utilities that are similar in size. All costs covered in this survey are based on published rates effective Jan.1, 2017.

MLGW started collecting data on rates in the early 1990s. Memphis continues to outperform many cities in terms of what customers pay for electricity, natural gas, water and wastewater services.

Cool, clear water surfaces as calling card for Memphis economic development

California’s thirsty reservoirs may hold only a year’s worth of water and it took record-breaking rains and flooding this year to end drought in Texas.

Yet in Memphis, artesian wells release from the underground Memphis Aquifer an average of 135 million gallons of water used a day, water so pure that experts say it can save millions of dollars in costs for various types of industries.

That’s an economic development lure that the Greater Memphis Chamber is working to cast more aggressively. Parched areas of the country and awareness of climate change help make the timing right.

“I think what is new is that Memphis has something now that the ears of the world, the industrial ears, are really primed to listen to, because more and more they really are searching for it,” said Tom Volinchak, an industrial water systems expert in Memphis and founder of Sustainable Resource Technologies.

Mark Herbison, senior vice president of economic development for the chamber, said plans are underway to target four industries — food, electronics, chemical and apparel — that benefit from ample supplies of low-cost, high-quality water.

Dollars-and-cents examples provided by Volinchak can highlight advantages Memphis water hold over that in cities drawing their supplies form rivers or other above-ground sources:

A typical big industrial plant such as a refinery or yeast company will spend about $1.25 million a year on water treatment chemicals in Memphis. In Indianapolis, treatment of less pure water costs $4 million to $4.5 million.

Making soft water — an industrial staple free of dissolved minerals like calcium — costs about 12 cents to make 1,000 gallons in Memphis. It costs $2.10 in Indianapolis.
Purifying water for research in Memphis costs about 54 cents a gallon. In Indianapolis or Cleveland, the cost is about $6.

“So we’re just sitting on this natural resource where most of the other municipalities in the country are pulling water out of rivers and having to treat that water significantly with chemicals and all kinds of other processes,” Herbison said. “We’re not having to do that here.”

An artesian well is one where the water is under pressure. In Memphis, it flows up to be aerated and filtered at eight main and three other Memphis Light Gas & Water Division water pumping stations. Three chemicals — to sanitize, add fluoride and inhibit corrosion in 2,500 miles of water mains — are added, said officials at the city-owned utility.

Less need for treatment helps lead to lower water costs, lower maintenance costs for companies’ equipment and lower sewer costs because wastewater requires less treatment, Herbison said.

All are points to be highlighted for companies, consultants and real estate people in the targeted industries, he said. Memphis economic development teams also will be calling on areas where the water quality is poor or where water is in short supply.
Herbison likes to site a stunning figure for the magnitude of underground water Memphis has to offer: 500 to 800 years.

However, that estimate is not endorsed by a top local ground water researcher and University of Memphis engineering professor, Brian Waldron.

“We can say we have 100 years of water, but at what quality if we contaminate it?” said Waldron, director of the Center for Applied Earth Sciences and Engineering Research, formerly known as the Ground Water Institute.

There are about 60 trillion gallons of water beneath Memphis and Shelby County, on average 2,000 to 3,000 years old, but some young as 13 years old where holes in a protective layer of clay have allowed poorer quality water to invade, he said.

“I think it’s great that the chamber is addressing the value our water has for economic growth and development,” he said. “We want that to happen, but we have to remain or be good stewards of what we have.”

“We can’t go about harvesting the water without understanding the repercussions of what we pull out and what the potential for contamination there may be,” Waldron said.

Memphis Mayor A C Wharton established the Blue Stream Task Force that began work in April to identify ways to both protect and capitalize on the city’s water resources.

Protecting Memphis’ liquid asset, including the need for funding research, is part of the chamber’s initiative, Herbison said.

“That’s a big part of this is protecting what we’ve got and not doing anything drastic with our water supply until we completely understand what it’s going to look like in the future as well,” he said.

Still, Volinchak said that water is the new gold and that he looks on the current climate like the California gold rush — except with Memphis sitting on top of what industry wants.

MLGW Constructing $2 Million Compressed Natural Gas Facility

The price of conventional petroleum gas by the gallon has increased lately, but there’s an alternate route drivers can take to save a few dollars.

Compressed Natural Gas (CNG), made from methane stored at a high pressure, currently goes for $1.69 by the gallon locally. Memphis Light, Gas, and Water (MLGW) opened its first CNG public fueling station at its North Service Center (1130 Tupelo St.) this past July.

And the utility company is currently in the construction phase of a new $2 million CNG facility.

MLGW president Jerry Collins said the facility would be located at the company’s South Service Center (2981 South Center Road). It’s slated to open this July.

“It’ll have two islands, four lanes, [and] two high-flow nozzles, which will let the trucks fill up faster than what we currently have at the other facility,” Collins said. “The other aspect of the facility on the south side, it’ll let us expand our fleet of natural gas vehicles, so that vehicles stationed at the south work center can fill up [there].”

MLGW currently has 76 natural gas vehicles and more than 20 on order.

Collins said there’s been an increase in commercial and industrial vehicles using the CNG fueling station at the MLGW North Service Center....

MLGW Explains High Utility Bills

It’s power we have come to depend on. Many people can’t live without it, but now the price of that electricity is what some can’t live with.

“I am really struggling to pay this,” Lourica Neal said as she looks at her $351 MLGW Bill.

Neal has been living in a one-room apartment behind her grandmother’s home in South Memphis for a year. She can usually bank on her utility bill being around $180. Usually.

For the last two months, the bill has skyrocketed to almost $400.

“It’s not even a house, and I feel like they are charging me like it is a house,” said Neal. Complaints like this have been flooding WREG’s email and phone lines. People are now faced with bills that are hundreds of dollars above normal, and they’re demanding answers. We went to the man who can provide them – MLGW President Jerry Collins. He has heard the complaints and knows the frustrations, but says this winter has been like no other.

“January was the coldest January in 20 years. February was the second or third coldest in the last 20 years,” Collins said. The record temps have led to record bills for some people. Call it a trifecta:

Falling temperatures have people pushing up the thermostat, and for every degree you increase above 68 degrees, your bill goes up four percent. Then the cost of heating fuel is higher, and that’s passed on to you, the customer.

Plus one of the coldest winters on record, all add up to big dollars passed on to you. Collins says it’s not just Memphis. Other cities are seeing even higher utility bills this winter, so you might consider yourself lucky.

“I promise you the pain being felt for high bills is being felt much more acutely in the rest of the State of Tennessee more so than it is in Memphis,” Collins said.

Customers stuck with a payment they can’t afford can only think about their state of being and come up with their own conclusions. “It would show up in the meter and I don’t feel that they are actually reading the meter, they are estimating,” said Neal. Not so says Collins.

“Over the course of the year, 97 or 98 percent of meters are read every month.”

He says it’s only in extreme and rare circumstances that bills are estimated, but you can always ask to have your bill reviewed if you think it is wrong. If it’s a high water bill caused by a leak, you may be in luck – you can get that reduced one time by 30 percent. If it’s electricity and gas that’s pushing your payments to the limits, get ready to pay up.

“The meter readers make less than six errors per 10,000 meters read,” said Collins.

So what is a homeowner to do? MLGW says the best way to lower you bill is to make sure air ducts in your attic aren’t leaking. Proper insulation can mean money in your pocket. Install a programmable thermostat that keeps things cool when you are away, saving you dollars. They say the move to Smart Meters is already saving money for the 1,200 customers who had them installed three years ago.

“Those homes on average save about two percent on their utility bills. Those that sign up for time-of-use rate save five percent on their utility bills,” says Collins.

The Smart Meters let you see, in 15 minute increments, at what time of day and where in your home you are using the most utilities. They can also detect problems before you get billed from them, especially with things like water leaks.

It turns out water may have been behind Neal’s high bill, which she still thinks is not correct and is hoping to get lowered. MLGW says it is rare that they find a mistake on their billing, but you can still contact them if you don’t agree with the charges. Just call 544-MLGW.

IBEW Lends a Hand to Customer in Need

The Commercial Appeal, Channel 5 and Channel 3 did stories yesterday about an 86-year-old customer whose large balance was paid through a donation made by IBEW's Jonnie Dawson Charitable Foundation. Channel 3's Candace McCowan interview MLGW President and CEO Jerry Collins Jr. for their story. Channel 5 also ran a story, as did the Commercial Appeal.

Following are highlights:

The customer, Velma Massey, was found to have an unusually high balance in early 2012. Upon investigating, MLGW discovered she had a significant water leak on her side of the meter.

MLGW enrolled her in the On Track program at this time in order to allow her to continue her utility services and get her water leak fixed.

Unfortunately, the water leak continued to increase her balance and MLGW later detected a gas leak that also contributed to her high bills.

MLGW representatives tried to assist by obtaining assistance from organizations such as a MIFA and CSA,
MLGW was able to find a plumber to fix the water leak at no cost to her.

The customer was making significant payments, but the additional cost of the water leak, and the subsequent gas leak greatly added to her balance.

Because Ms. Massey was subject to cut-off due to removal from the On Track program, MLGW contacted IBEW about the situation, and the union paid Ms. Massey's bill in full.

She is now current.

Channel 5: Group pays woman's $4,000 MLGW bill

MEMPHIS, TN -(WMC-TV) - Velma Massey has lived in her North Memphis home since the 1960s. Over the past few months, she accumulated an MLGW bill over $4,000.

Now one Memphis group is paying it forward and paying her bill.

Massey was speechless Wednesday morning.

"Words can't express how glad I am for y'all. I'd had to pack up and leave. I couldn't stay here with no utilities on," said Massey.

Massey could not say thank you enough to members of IBEW Local 1288, the local electric workers union.

Thanks to funds from the union's charitable foundation, members presented Massey with a check for more than $4,000 to pay her MLGW bill.

"We though it was a dire situation that we needed to take action immediately because they were getting ready to cut it off, put her on the cut off list," said Rick Thompson with IBEW Local 1288.

Massey said the bill kept getting higher over the past few months.

She was aware she had a water leak, and was recently told about a gas leak.

The water leak has been fixed.

Massey lives on a fixed income and said she has been paying as much as she could on her bill.

"Every month, from four to five hundred dollars, that's the best I could do. I got receipts to show for it," said Massey.

The local electric workers union also reaches out to help others who need other assistance.



Channel 3: Union Pays Elderly Residents Over $4,000 Bill

(Memphis) A 87 year-old Memphis woman was the recipient of a over $4,000 check Wednesday.
Velma Massey had received a cut-off notice from MLGW this month because of a outstanding $4,251.66 bill.

“Well I had a water leak and then everybody knows my gas was $300 per month that’s just entirely too much. Something is wrong somewhere,” said Massey.

“She made substantial payments every month but her water leak was beyond what she could make payments on,” said MLGW CEO Jerry Collins.

On top of the water leak, Massey had a gas leak. When IBEW Local 1288 heard Massey’s story, they stepped in a big way and paid the bill in full.

“Our members dues are taken out of our members check every two weeks to go to this foundation to take care of situations like this,” said Rick Thompson with IBEW 1288.

“She may have gone without utilities which would’ve been a tragedy,” said Thompson.

Collins said there were 4 other MLGW customers with outstanding bills over $4,000.

“In all 4 of those cases there is illness involved of a substantial nature,” said Collins.

Massey was prepared to pack up and leave the house she has been in since the 1960s, but is thankful she can stay.

“I wish I could hug them all. I’m crying but these are tears of joy,” said Massey.



Commercial Appeal: Memphis woman's utility bill paid off by union charity

Velma Massey has been living by herself in her North Memphis home since her daughter passed away in December. She was left alone to pay her steadily rising utility bill, and although she was paying between $240 and $500 a month, she could barely make a dent in the inflating charge. On Wednesday, the IBEW-Jonnie Dawson Charitable Foundation gave her a check to pay the $4,251.68 bill.

Massey, 87, incurred the large bill because of a water pipe and a gas line leak. Memphis Light, Gas & Water Division workers noticed the spike in her water bill and repaired the leak, but the gas leak wasn’t discovered until recently.

“I knew something was wrong, but I didn’t smell anything,” Massey said. “During the winter, I was using electrical heaters, so it shouldn’t have been that high.”

Once the water leak was discovered, Massey was enrolled in the On Track program offered through MLGW.

Normally, customers who haven’t paid their bills are sent a letter warning them that their utilities will be cut off after eight days; customers with high risk credit are sent letters when they owe $199 or more, and customers with good credit when they owe $399.

MLGW issues between 900 and 1,200 cut off orders a day. While approximately 25 percent of customers pay their bills immediately, another 70 percent are cut off and reconnected within the week. The other 5 percent don’t reconnect.

Because Massey was enrolled in the On Track program, she was not at risk for being cut off as long as she followed the requirements of the program but she still found it difficult to pay off her debt with her fixed income. As her bill became unmanageable, she was at risk to be removed from the program after a year of enrollment.

The exorbitant bill on the 1,748-square-foot house caught the attention of Rick Thompson, business manager of the IBEW-Jonnie Dawson Charitable Foundation. Normally, the foundation doesn’t pay customers’ bills, Thompson said, but Massey’s case stood out.

“We thought her situation was a dire need,” Thompson said. “When I looked at her age and saw that she’s been trying to pay, we decided to step in to help.”

And if the foundation hadn’t stepped in, Massey said she would have had to leave the home she has occupied for over four decades.

“I couldn’t have stayed here without any utilities,” Massey said. “I would have had to pack up and leave.”

The IBEW Local 1288, the union for MLGW employees, created a nonprofit organization in 2010.

Employees have the option to donate a portion of their paychecks to the foundation. In the two years it has operated, the group has donated approximately $400,000 to charities across the city, including Le Bonheur’s Children Hospital, St. Jude Children’s Research Hospital and the Ronald McDonald House.

“Some employees donate up to $180 a month to help out,” Thompson said. “We’re not just here to help ourselves, we’re here to help our community.”

Jason Byrd, Computer Software Specialist III, spoke with Coy about MLGW's efforts to protect customer data and its utility network from outside intrusion or attack. Highlights and key messages:
  • MLGW understands the importance of protecting its customers and its system from intrusion, and takes great measures to ensure security.
  • To date, there have not been any cases of successful hacking into MLGW's system.
  • While no system is impregnable, MLGW utilizes industry best practices and an extensive monitoring system to track and repel potential threats.

Smart Meters in the News

Here are a few facts about smart meters to keep in mind. For customers, smart meters will mean:

  • Increased premise privacy—no “meter-reading-day” inconveniences (tying up the dog, etc.)
  • Accurate billing—no more estimated readings due to weather and meter access issues
  • Reduced fees—more than 50 percent savings depending on the type of service
  • Faster connection or re-connection—remote processing means you won’t have to wait for a truck to be dispatched
  • Greater control in energy consumption—using usage data to make informed decisions
  • Faster outage detection and quicker restoration times when outages occur
Contrary to unsupported claims circulating the Internet:

  • Smart meters don’t cause fires. An electric meter—whether analog, digital or smart—is a measurement device that records electricity consumption.  A meter—whether analog, digital or smart—cannot cause a fire. 
  • Smart meters will not be used to modify customer behavior. MLGW does not control how much electricity an individual household uses. Smart meters will actually give customers greater control, as customers can make choices to avoid high bills. 
  • Smart meters will not be mandatory for all customers. While MLGW believes there is a sound business case—operationally and for our ratepayers—customers will be able to opt-out.
  • Smart meters will not cause layoffs. However, as employees leave or move into other jobs they won’t be replaced; lower expenses equals significant savings for our customers.
  • Time-of-use rates are voluntary, and no customers will be forced to participate in TOU. However, MLGW current time-of-use customers averaged a 5.62% reduction in energy usage, equated to an annual saving of $82.68

Randolph pays off $20K in utility bills

Memphis Grizzlies' Zach Randolph paid up to $20,000 in MLGW utility bills for families who need their service restored.

The Grizzly forward spent his time after practice Thursday, visiting the homes he's hooking back up with service. While at the houses he signed autographs, cradled babies, and encouraged kids the neighborhood to stay focused.

"Come from single parent home, mom was on welfare, struggled myself so I know what it's like," Randolph said. "Been fortunate, blessed. Just like to give back because I think this something the Lord has served me to do, give back, brings me blessings in other ways. I'm here to tell you you're a blessing to me."

RAndolph donated $20,000 to Metropolitan Inter-Faith ASsociation (MIFA) to be allocated to 100 homes in the Memphis area, as part of their MLGW Plus-1 program, which is a program administered by MIFA to pay utility services for those in need.

Extreme home makeover humbles South Memphis homeowner

While she didn't realize it, Annie Moore was living in her home that easily could have been condemned. Her water heater was leaking for two months, and Moore didn't know where the water was coming from or how to turn it off.

Over time, water migrated into the sheetrock, the doors, and her furniture. The steady flow of water seeped into her entire 1,200-square-foot brick South Memphis home. Every night she went to bed with wet feet.

"I was thinking, I'll find a way. I'm going to get a loan. I'm going to start working on this," Moore said. But with health issues and surgery looming, the retired state worker was overwhelmed by the crisis.

It wasn't until a neighbor called the city and complained about a possible broken water line in her backyard in late July that city and utility officials were alerted to the problem.

On Friday, through a combined volunteer effort by Memphis Light, Gas and Water Division, ServiceMaster by Cornerstone in Cordova, CRND of the MidSouth of Collierville, Carpet Tech, Habitat for Humanity and others, Moore moved to a house that had been stripped to the studs.

Just before she arrived, after living in an extended-stay that had been paid for by volunteers, Robert Johnston, who heads ups MLGW's Project Care, laid down a new welcome mat in front of her door.

Gingerly aided by a walker as she continues to recover from triple heart bypass, Moore, 65, couldn't believe the extreme home makeover. "It's gorgeous. It's just like a new house," she said. "I love it."

With an annual budget of $10,000 from the Tennessee Valley Authority, the utility company can help in extreme emergencies as long as the cost is between $500 to $1,000 by repairing minor damage like water or gas leaks or HVAC issues, Johnston said.

"It was obviously more than my budget," he said. That's when he started calling to see if he could find Moore help. Most agencies he called said no. "I had a problem I couldn't address," Johnston admitted.

That's when ServiceMaster by Cornerstone franchise owner Mark Jowers agreed to help.

In all, about $40,000 was spent on the project through donated materials and time from a half-dozen companies and nonprofit groups. Jowers said his company donated about $20,000 in labor, debris-hauling and cleaning.

In addition to the materials, 11 energy technicians worked on weekends and after hours repairing Moore's house.

"It's been a long process, but it was worth it," said energy technician Will Williams. "If the Health Department had come, they would have probably condemned it."

The fiercely independent Moore never realized how close she came to losing her house. "I never thought I would be in a position where I was homeless," she said as she sat on her new, gently used love seat. "Who thinks that? I worked all my life. I contributed to various charities. I volunteered when Katrina (victims) were here. I'm a giver. I never thought I would be a receiver. I never thought I would be in that position."

Still, Moore said she never lost her faith: "He sent somebody to me because I didn't have sense enough to reach out and get help. I should be ashamed to say that but that's basically it. You have to give it up to a higher power and listen. I am more humble than I have ever been in my life. It's a life lesson. I thought I was listening but I wasn't. It's just amazing. I am so grateful."

Environment & Energy Publishing: Penny-pinched schools -- huge market seeks energy efficiency

Anthony Wright knows well how summer heat in Memphis, Tenn., can zap life out of even the hardiest souls, including the roughly 107,000 students and faculty who begin filling the city's roughly 7,200 classrooms each year in early August.

As Memphis City Schools' coordinator for energy management and conservation, Wright also knows what the heat does to his district's bottom line, sucking tens of millions of dollars annually to keep buildings cool for up to 250 days a year.

"We're pretty generous with our comfort when the students are there," said Wright, who in his first week of the fall semester had to contend with outdoor temperatures of 92 to 98 degrees Fahrenheit.

But as late afternoon rolls toward evening and school buildings empty out, Wright turns from cooling manager into energy miser, turning up thermostats, shutting down unessential lights and sealing off areas that require precise temperature controls from rooms that can stand an overnight warmup.

Often the next morning, he pores over the previous day's energy use, plugging data gleaned from real-time energy meters into a software program called the "Energy Star Portfolio Manager" that allows him to track every kilowatt-hour of electricity used across the entire school district.

"For every degree [of thermostat adjustment], it's like a 2 percent savings," Wright said. "And when you're counting every percentage point, and even tenths of percentage points, the savings add up pretty fast."
The $8B challenge

Squeezed by shrinking budgets, rising energy costs and aging infrastructure, America's schools are coming up with creative ways to squeeze every kilowatt and British thermal unit out of aging, often inefficient buildings that literally form the backbone of the U.S. education system.

Their challenge is significant. In 2008, the Energy Department estimated that the nation's 93,000 K-12 schools spend $8 billion annually on energy, second only to teacher salaries and more than was spent nationwide on classroom books, supplies and equipment.

"Rising energy costs, coupled with declining property tax revenues, are increasing budgetary pressures on schools," DOE said in conjunction with the 2008 publication of its "Guide to Financing EnergySmart Schools." "These challenges make energy-saving strategies a real opportunity for schools undertaking new facilities construction and major renovations."

But where school construction in the United States before the Great Recession was a $20 billion enterprise -- with fast-growing suburbs and even some urban districts building new classrooms -- today there is a shrinking public appetite and even less taxpayer revenue to underwrite major school expansions.

According to the "2012 Annual School Construction Report," published by School Planning and Management magazine, "The demand for school space and improved facilities has not lessened -- the number of children schools serve continues to rise -- but, as a consequence of the 2008 recession, combined with the anti-tax sentiment it spawned, the money has dried up."
Some low-cost ways to start

As a result, schools and school districts -- often in conjunction with foundations, electric utilities and private-sector energy innovators -- are looking at ways to make existing buildings perform better. Such efforts are often channeled through retrofits of old, inefficient boilers, air conditioners and lighting systems, or by simply recalibrating existing energy-consuming systems to make them work better and more cheaply.

According to the Alliance to Save Energy, which helps schools achieve efficiency, many buildings can cut their electricity consumption by 5 to 15 percent without spending any money on new lighting, heating or air conditioning. The key, the alliance says, is interventions that change the way students, faculty and school administrators view and use energy.

"We've been hampered by so long by the invisibility of energy and how hard it is to get a handle on how much we're using, whether at home or work or school," said Merrilee Harrigan, the alliance's vice president of education in Washington, D.C. "Now, if we put diagnostic tools in kids' hands and let them learn how to do an energy audit and then drive school activities based on a no-additional-cost model, we're finding that schools can become highly efficient buildings."

Schools that go beyond tapping up thermostats and conducting "lights out" campaigns to invest in technologies like the federal government's Energy Star Portfolio Manager software can cut energy costs by as much as 30 percent, Harrigan said. "Even with constrained budgets, people are finding ways to use energy better."

Such approaches are taking root in urban districts like Memphis and Washington, D.C., where energy managers and students are learning new ways to assess, monitor and reduce energy consumption. They're also catching on in suburbs like the North Penn School District outside Philadelphia, where energy use plummeted by 25 percent in one year due to student-driven conservation efforts, and Gresham-Barlow School District in suburban Portland, Ore., where 14 of the district's 19 schools achieved Energy Star ratings of 90 or above.

In outlying districts, like central Michigan's Ovid-Elsie Area Schools, plans are under way to upgrade four schools and the district's administration building with energy-efficient lighting, high-efficiency boilers, better insulation and a new automation system to better manage and track energy use. The improvements, funded with a $1.1 million Energy Savings Performance Contract, are expected to net $85,000 in annual energy savings. A significant portion of those savings will come back to the school in cash to pay off the initial investment.

"During these tough economic times, it was helpful to use avoided energy expenses rather than the schools' capital to fund necessary building improvements," Ryan Cunningham, the Ovid-Elsie Area Schools' superintendent, said in a statement last week announcing the energy savings contract with Ameresco Inc. of Framingham, Mass.
Powering buildings when nobody's there

For school systems looking to achieve similar energy efficiency gains with lower capital costs, experts point to the North Penn School District, based in Montgomery County, Pa., one of the largest districts in the state with nearly 13,000 students spread across 17 school buildings.

Last fiscal year, the district shaved its energy consumption by 25 percent by recalibrating its schools' lighting, cooling, heating and other systems to work only when needed and not a minute more. That, coupled with a concerted effort by students, faculty and administrators to only use the energy necessary to do their work, cut bills by $895,000.

"I'm real proud of my school," Thomas Schneider, the district's manager of energy and operational efficiencies, said in an interview.

Schneider, an engineer who spent years in the private sector as a construction manager and designer of K-12 schools and other infrastructure projects, said the primary obstacle to shrinking a school system's energy footprint is not student reluctance. In fact, he said, "if you can get the passionate energy of the student body behind you, there's no limit to where you can take it."

More than students, he said, it is the school systems' "engineers and the wrench-turners," many of whom are trained to adhere to local building codes rather than achieve operational efficiencies, who need to change their thinking.

For example, schools' maintenance and operations protocols, often dating to the 1970s, usually require school buildings to be managed like sealed envelopes, where temperature and lighting demands are presumed to be constant rather than fluctuating with days, seasons or even the school year.

Under a new approach -- and usually aided by advanced systems control technology -- lights, air conditioners, boilers and other energy-hungry equipment can be turned on and off based strictly on a building's user needs and occupancy.

"School is in session 185 days out of 365 days, so about 50 percent of the year. And we're operating 10 to 12 hours out of the day," Schneider explained. "If you can ensure that your essential equipment shuts off when nobody's there, it makes a huge impact."
Equipping students to tackle the problem

Where engineering and mechanical solutions aren't enough, students are stepping up to squeeze even more energy savings out of school buildings, experts say, often with the aid of smart meters and "dashboard" technology that allow students and teachers to convert school buildings into real-world energy laboratories.

In Memphis, the district joined the Alliance to Save Energy's Green Schools affiliate program in April 2011, expanding on a pilot project that had gained support from the Tennessee Valley Authority and local utility Memphis Light, Gas and Water. The program brought focused attention to the schools' energy challenges and pledged to reduce energy consumption by 5 to 10 percent year over year.

The program also unleashed an army of energy auditors as Memphis youngsters canvassed school grounds, measuring every piece of energy-consumptive equipment -- from industrial boilers to vending machines -- looking for ways to curb energy demand and maximize efficiency.

In 11 months, Memphis City Schools cut systemwide electricity consumption by nearly 8 percent, racking up an estimated $2 million in avoided energy costs. "Energy efficiency is not rocket science," Wright said of the program. "It's just about turning it off and turning it down.

"I know we'll eventually get to the point where all the low-hanging fruit is gone, and some additional investment will have to be made" in replacement systems, he added. "But right now I celebrate every percentage-point improvement that we're getting."

What does the 'dashboard' say?

The Memphis program has also benefited from the participation of firms like EnerNoc Inc. of Boston and New Energy Technology of Grand Junction, Colo., which have invested millions of dollars to bring smart grid technologies to the education sector.

EnerNoc, which had previously provided demand-response services to Memphis City Schools through TVA, increased its involvement with the district last August by placing energy monitoring equipment in 25 schools to allow facilities managers and students access to real-time information about energy consumption and costs. Within a month of the launch of the monitoring program, EnerNoc engineers had flagged school building inefficiencies and system overrides that would have added $180,000 annually in energy costs had they not been corrected.

At the same time, equipment provided by another firm, New Energy Technology, is helping to put EnerNoc's real-time data into the hands of students and administrators via an online energy center, or "dashboard," that provides straightforward information and analysis for how the district is faring in meeting its energy efficiency goals.

Matt Plante, EnerNoc's vice president of energy efficiency sales, said in an interview that real-time energy monitoring has become increasingly popular with school systems, especially as lessons are shared from district to district and state to state about how wasted energy can be converted into real dollars.

"It helps them very directly through reductions in their utility bills," said Plante, whose company now works with 170 school systems nationwide and maintains an energy consumption database for nearly 1,000 school buildings.

Yesterday, one of our meter readers became a hero.

Meter reader saves woman stranded in hot sun with a broken hip

(WMC-TV) – An electricity meter reader is now a hero after saving an elderly woman who broke her hip in the hot sun.

78-year-old Joyce Cole fell in her backyard while gardening in the 100 degree heat.

"I was almost finished, and I saw four Okra plants that had a little positive Okra and I thought, ‘Well, I must water those Okra,'" said Cole.

After she had fallen, Cole wasn't able to get up. Since her backyard is enclosed, nobody could see or hear her.

"I was in a predicament and wondering how I would get up," she explained.

She was stranded for four hours with a broken hip under the hot sun when she realized someone might be stopping by.

"And then I got to thinking, ‘Well, the meter reader reads our meter the latter part of the month, each month, and Lord, please let the meter reader come today,'" she said.

Her prayers were answered when Rodney Thompson showed up.

The meter he came to read happened to be on the same side of the house as Cole's garden.

"She was just sitting there," said Thompson. "Said she needed help."

That is when Thompson went into action. He called 911 and knocked on the neighbor's door.

Her neighbor, Robert Wallis, brought her a glass of ice water and contacted her family.

"I'm a firm believer in the power of prayer because I'm a miracle to be alive for many reasons," said Cole.

Wallis is also calling Thompson a life saver.

"Who knows what might have happened," he said.

"God has a hand in everything. He put me in the right spot for her," said Thompson.

"I'm just real thankful to be alive to give this as a witness and to thank this fellow from MLGW who literally saved my life," said Cole.

Thompson said every meter reader at MLGW would do the same thing He did.

Cole is due to undergo hip replacement surgery Tuesday night.

Hidden under AutoZone Park is a "transformer vault," a big room full of electrical equipment.

"And we've got a picture of almost eight feet of water in that vault," said Roderick Truitt, 52, who works for Memphis Light, Gas and Water Division. Truitt said workers once ran pumps for two or three days to remove enough water to allow people to go in with hip waders and repair damaged equipment at the site.

Transformer vaults are common in dense urban areas such as Downtown Memphis. They contain equipment that converts electricity into a type of power that can energize nearby buildings. But these underground rooms often flood.

Truitt was among a group of five MLGW workers who invented a new way to bring such floods under control.

The U.S. government issued a patent on Nov. 1 for the team's "solid state sump pump control." The award capped a period of trial, error and applications to the government that had begun in 2004.

It's not the first time that MLGW workers have won a patent, but it's a rare event, and MLGW's board honored the inventors at recent ceremonies.

Besides Truitt, the inventors are Rick Cox, 49; David K. Morton, 53; Curtis Washington, 44; and retiree Alfred M. Bourell Jr., 65, who was a supervisor at the time the team began the work.

Members of the invention team all worked in the utility's electric motor shop, which Truitt compares to the military's special forces.

"Everybody has common talents and different talents where as a team, we can go in and get a lot of different jobs done," he said.

The five men received most of their tech training through two-year institutions such as the former State Technical Institute at Memphis, as well as the military and other certificate programs.

In a group interview, several of the men excitedly talked over one another as they described the invention.

"We wanted it to be the toughest ... " Truitt began. "Of the tough!" another worker interjected.

The inventors say they created the device to solve a practical problem. The underground rooms had pumping systems, including a control device on the wall that told the pump to turn on and off.

But water would sometimes rise so high that it covered the control system.

The result: a flooded vault and a ruined pump control system.

The pumps were designed to work underwater, and MLGW asked various companies if they sold a control system that could do the same.

There was no such device.

"So then we start discussing in the shop, 'maybe there's a way we can make what we want,'" Truitt said.

They invented a pump control device that's protected by a capsule that works like a diving bell -- even as water rises around the capsule, a pocket of air stays trapped inside and keeps the electronic components dry.

Transformers in the underground rooms can sometimes leak oil, and the new pump control system only pumps away water, not oil. MLGW wouldn't want to pump oil, a pollutant, into the wastewater system.

The utility makes its pump control devices by hand for a cost of about $300 each in materials, and has installed them in about 260 of the roughly 500 vaults around the city, the inventors said. The utility says the innovation saves at least $70,000 per year.

The patent protects MLGW from the possibility that someone will steal the idea and charge the utility money to buy devices that it currently makes itself, said Cox, one of the inventors. The utility is also considering selling the device on the market, MLGW spokesman Richard Thompson said.

"Any big city with underground utilities would have a need for this," said Morton, a member of the invention team.

Though the men's names are on the patent, the "intellectual property" belongs to MLGW, which means the workers wouldn't receive extra money if the utility sells the invention, spokesman Glen Thomas said.

ABC 24 Story About Customer Credit Ratings and Policies

ABC 24's Jeni Diprizio interviewed MLGW President and CEO Jerry Collins Jr. about MLGW's customer credit ratings (A & B rated customers) and policies. (You can read it here.) There a number of points that Mr. Collins made that were not included in the story:

• Credit rating is associated with the level of risk and customers with lower credit ratings are considered a higher risk to fail to pay their bills in a timely fashion.

• Customers designated as “B” customers are those identified as having a low credit rating - being cut off for non-payment recently would be cause for the customer to be designated as a “B” customer.

• The customers with a good credit rating are given more time because they have a strong payment history and credit rating, and a much, much lower average outstanding balance than a customer with a poor credit rating.

• Good pay customers typically pay on time every month, very seldom runs up a big bill and can actually earn a late fee allowance that lets them pay late one month without any penalty. In this way, MLGW encourages customers to establish and maintain a good payment history.

• We have probably the most lenient credit policy in the industry. Most other utilities are much quicker to cut customers off.

• MLGW does not cut off (for non-payment) customers who owe $199 or less. In many other cities, customers can get cut off even if they owe as little as $25, $40, or $50.

• If you keep your balance less than $199 you will never be cut off for non-payment (there could be exceptions in situations such as theft).

• The good credit policy doesn’t apply to everyone because not everyone pays their bill in the same way. Some people have great pay habits and some people have very poor pay habits.

• The goal is not to bring in late fees, the goal just to have people pay their bill on time because it represents a cash flow problem if they don’t since MLGW must pay TVA for all power used.

• Our system for sending out cutoff notices, or cutting people off does not take into account what zip code that you live in.

• In every zip code, every customer within the zip code lives by the same credit policy and is subject to the same cutoff and payment requirements as any other customer in another zip code.

• MLGW offers many, many different programs and services to assist customers struggling to pay their bills.

This fall, a group of 1,000 Memphis Light, Gas and Water Division customers move deeper into a three-year, futuristic-sounding "Smart Grid" test project that began this past January.

The lights of Downtown Memphis as seen from the corner of Monroe Avenue and Front Street. The city's utility company, Memphis Light, Gas and Water Division, is working to make the transfer of electricity throughout town more efficient through its smart grid project.

They volunteered last year to get new automated meters for their homes, and half of them got a wireless digital counter top readout for inside their homes that allows them to watch their electricity usage. With a computer dashboard readout they can also follow trends for energy usage over time, and the device even suggests scenarios for cutting costs.

Smart grid technology, which optimizes the delivery of electricity to end-users, doesn't involve installing new wires, transformers or substations that someone can point to and say, "That is the smart grid."

It tends to be software and, at least for now, is built around the belief that the more utility customers know about their energy usage, the more they will tweak it, control it and ultimately use it in a more efficient way.

But starting Oct. 1, those in the test group can opt to pay "time of use" rates for electricity rather than a general rate based on usage that is a constant base rate no matter the time of day.

"It will allow customers to pay the lower cost of electricity used during the lower cost, lower demand period," said MLGW spokeswoman Becky Williamson. "They'll pay a higher cost for electricity used during the higher cost, higher demand period when it costs more for TVA (Tennessee Valley Authority) to generate that electricity or (TVA) has to buy it on the market for higher prices."

With 430,000 electric customers, MLGW is TVA's largest customer, accounting for 11 percent of TVA's total load, according to the MLGW website.

The base rate for summer months is 6 cents per kilowatt hour plus a fuel cost adjuster calculated each month based on what it cost TVA to either generate or buy the electricity used is added to that.

But the time of use summer rate for electricity ranges from 4 cents in off-peak hours to 13 cents during peak hours.

"It is going from the assumption that the cost for the electricity I use is the same 24 hours a day, 365 days a year, to the electricity I use at 6 p.m. on a Wednesday in August is more expensive that what I use at 2 p.m. on a Sunday in December," Williamson said.

MLGW had even bigger plans for a smart grid transition when federal stimulus money was still plentiful. The utility got $5 million from the U.S. Department of Energy for its phase one proposal and had plans for a larger scale deployment in phase two. That was canceled when federal officials awarded all of the money they had for the phase one applications across the country. MLGW adjusted with a smaller scale test project.

And the utility didn't get as many volunteers as they had thought - slightly less than 2,000 for 1,000 slots.

"It represents every ZIP code in Shelby County," Williamson said. "We had volunteers from all across the county. It covers all the demographics. It skews a little bit higher income, higher education. We have homeowners. We have renters. We have people with master's degrees and people who didn't finish elementary school. We have the gamut."

Other cities have made trial steps with smart grid technology in specific areas instead of a scattered use of the technology.

Austin Energy in Austin, Texas, is involved, along with the University of Texas at Austin and several technology companies, in a grant-driven demonstration area called the Pecan Street Project.

"They have home area networks. They would have solar panels and they might have plug-in electric cars," said Austin Energy spokesman Carlos Cordova. "All of these things are being experimented with and tested in this neighborhood. It all relates to the smart grid. They want to test how can your car talk to your house and your house talk to your appliances and all of this talks to the grid."

Austin has been experimenting with smart grid technology since 2003. Almost all of Austin Energy's 400,000 customers have smart meters but Cordova describes the pace of the utility's work as slow.

"We're working on several different fronts and taking it slowly where there is still work and research that needs to be done," he said. "Much of this equipment is expensive. That has to be put into budgets. A lot of this is developing slowly and we are testing it as we go along."

In a lot of ways, the smart grid technology is about changing decades of reality when it comes to the public's use of utilities and what the public expects in those transactions.

There is the monthly bill that even with the knowledge that the hottest and coldest months will involve more energy usage can come as an economic wallop to even the most conscientious consumer.

Starting in February, those with smart meters got more information when they logged onto their account information on the MLGW dashboard. Their usage is broken down to every 15 minutes of the billing period and has graphs for every day of the period as well as projections about what the bill will be like based on current usage levels.

"I was totally amazed," said MLGW president Jerry Collins of his own household usage levels, which spiked between 5:30 and 6:30 on weekday mornings. "It was the hot water heater running because we're taking showers. Now, we're taking shorter showers."

Collins' decision is what utility executives experimenting with the smart grid technology see as the ultimate goal.

"That's the short- and long-term goal," said Cordova, "to raise everyone's awareness about how much electricity they use, when they use it, how they want to use it. Those are the ultimate goals of all of the smart grid projects."

And Williamson said in that direct pocketbook application is a direct path to broader goals.

"When the community uses more power, it costs more to generate that power. Everybody's costs go up," she said. "If TVA has to generate less power overall or buy less power overall then everyone's rates are held down because that fuel cost adjustment portion of the rate would be lower."

Outside the general definition of the project are other efforts lumped in with smart grid efforts. Those include MLGW's involvement in installing electric vehicle charging stations as well as small amounts of solar energy sold back to TVA and MLGW by Sharp Manufacturing Co., which makes solar panels, and a handful of private homes with solar panels.

Cordova said the smart grid technology through meters that is the most specific definition of the concept was unimaginable 10 years ago for even the limited use that is emerging now.

Austin Energy is automating all of its 70,000 street lights with smart grid computer technology that is aimed at replacing the old photo cells that turned lights on and off at the preset hours for dusk and dawn.

"We can time them to where some are coming on late and some are turning off later than they should," Cordova said of the project he estimates will pay for itself in just a few years. "We can cut off a minute here, a minute there - before dawn or before dusk - and you can save electricity that way without making a big difference in the lighting quality."

There are also some other possibilities that are aimed at long-standing practices and technological limitations utilities have.

Despite all of the technological advances, MLGW, Austin Energy and other utilities still rely on customers to call and tell them specifically where power is out. The smart meters include in them software that could notify the utility when there is an outage.

A group of 40 automated switches are to be installed by MLGW to automatically redirect power to areas with an outage. Those areas that have the longest average restoration times are being targeted by MLGW for the switches.

"You don't have to call on us," Collins said. "We will dispatch a crew within a few minutes. If you are at work, you will never know your power was out unless you see the clock blinking."

Austin Energy's use of similar technology attached to power lines has been in one part of the city and limited to six circuits out of 400. But Cordova notes that for a business running a fleet of trucks using $3.50-$4 a gallon gasoline, the savings are obvious.

"We don't roll a truck all the way to your house to find out if you have an outage. . Right now, our call center calls our customers back and asks if their power is back on," he said. "Once utilities start doing this, their efficiency is just going to improve so much and their costs are going to go down as well. Utilities haven't been able to do it until they installed these smart meters."

The smart meters have been talked about theoretically for years. And they have been one of the perennial points of contention in MLGW's relationship with some members of the Memphis City Council.

Council member Joe Brown has grilled Collins and his predecessors about the use of the technology, even in its infancy. Brown is adamantly opposed to the meters because using them will eventually lead to putting meter readers out of work.

Meter readers still read smart meters, even though they send the data automatically to the utility. But the utility says since meter readers will be reading the other kinds of meters in the same areas, they will continue to read the smart meters manually as well.

Memphis Light, Gas and Water Division is poised to take another step toward charging customers different electricity rates at different times.

The utility is likely to seek volunteers for a "time-of-use metering" experiment among the roughly 1,000 households that have already agreed to participate in the Smart Grid Demonstration Project.

The utility has given the 1,000 households special meters that measure their electricity consumption every 15 minutes, and in-home displays or the Internet show charts that give these customers a much clearer sense of how they are using electricity than does a monthly bill, said Becky Williamson, the utility's strategic marketing coordinator.

The volunteers within this group would agree to a new pricing system in which electricity rates could shift depending on the time of day.

The utility hopes to encourage people to use less electricity through steps such as adjusting thermostats, she said. It also wants to encourage people to delay chores until off-peak hours. For instance, customers would pay less to run a dishwasher at night than during the day.

"The time-of-use option is kind of the financial reward for doing that," Williams said.

Rates aren't final yet, and MLGW's board is likely to review the concept at a meeting later this month, Williamson said. If approved, the program would start in October. The demonstration project is scheduled to end in December 2012 and the utility hopes to use data gathered from the project to help determine next steps, she said.

The program will only affect a small number of customers, but it reflects a larger trend.

Both MLGW and the agency from which it buys its electricity, the Tennessee Valley Authority, are taking slow steps toward "time-of-use metering."

It's expensive for TVA to produce electricity at peak times, such as hot summer days when many people are running air conditioners.

That's because TVA has to turn on additional power plants. The agency wants to avoid the cost of running these plants and building new ones.

A much more limited version of the time-of-use concept is already in place.

Starting this month, TVA began charging different electricity rates at different seasons of the year, and MLGW is passing the changes to its customers. The differences are quite small.

"The emphasis, again, is just to introduce the concept to the customers," said Rod Cleek, assistant manager of MLGW's budget, plant and rates department.

The move from the old pricing system will actually save customers some money, he said.

For instance, an MLGW residential household using 100 kilowatt hours of electricity per month paid $96.71 before the move to the new system.

Under the new rates, the same amount of electricity would cost $95.49 in the summer months of June through September.

In the winter months of December through March, the same amount of electricity would cost 12 cents less, or $95.37.

In the remaining spring and fall months, the price for the same amount of electricity would drop an additional 63 cents to $94.74, Cleek said.

In April 2012, TVA is scheduled to begin charging MLGW different wholesale rates at different times of the day, said MLGW controller Dana Jeanes.

MLGW might not immediately pass the rates along to customers, since it would have to install the high-tech "smart meters" in more households first, he said.

First Memphis managed to elbow its way into ECOtality North America's six-state electric vehicle project and now it's on the verge of getting 69 charging stations.

After initially favoring Knoxville, Chattanooga, and Nashville for the demonstration project that seeks to accelerate use of electric cars, Memphis signed on to the initiative in February. The project is funded by a $99.8 million grant from the U.S. Department of Energy and also includes Arizona, California, Oregon, Texas, and Washington.

Today, members of the Bartlett, Collierville, Germantown, and Memphis planning departments briefed their mayors about where they think the charging stations should be.

Memphis Water Protected From Contaminated Rainwater

How safe is the water? That's the question people across the country are asking after low levels of radiation linked to the nuclear accident in Japan are turning up in rainwater samples as far away as Massachusetts. The samples from Massachusetts are comparable to similar ones in California, Washington state, and Pennsylvania. Public health officials insist the samples do not threaten drinking water.

In Memphis, “anything that occurs on the surface would take years to reach the water supply,” said Glen Thomas, a spokesman for MLGW.

“Memphis water comes from an aquifer deep in the ground,” he said, adding that the underground water supply protects the water from any contaminated groundwater or rain. “So rainwater and other surface water actually go through a filtration process that takes a number of years before it gets to our water source. We test for a variety of contaminants per state and federal regulations just in case.”

Still, reports of traces of radiation in rainwater in Massachusetts shouldn't be ignored, said the chairman of the Department of Radiology at Methodist Hospitals of Memphis.

“There is detectable radiation in America from this incident [in Japan],” said Dr. Hollis Halford.

But to cause any harm those traces of radiation would have to be “10,000 times the radiation that we're seeing right now,” he said.

“The fears, I think, are very warranted,” Dr. Halford said. “With that being said, I strongly believe there is no concern to us in America.”

But he doesn't think that's likely to happen here in the Mid-South, and neither does Thomas.

“We've not had any issues with any types of radiation, and we don't anticipate any,” Thomas said.

He said the state of Tennessee requires water systems to undergo radiation tests every three years. In Memphis, that's scheduled to get underway within the next few months.

Green Home Renovations

Dedicated recycler bones up on green techniques to pull off ambitious renovation

Ben Bradley didn't play with regular toys growing up.

He would just take them apart and put them back together.

"My parents finally realized they should not buy me typical toys, and started getting me radio kits and stuff like that," said the Arkansas native.

After he bought his first house in 2007, his old habits kicked in, and he began to take it apart.

Now that he has stripped it down to the bare bones, Bradley plans to put it back together keeping one goal in mind: to be as green as possible.

"I'm going to do what I can to the best of my ability. As a homeowner, unless you have a lot of money, it's hard," he said.

Not wanting to attempt such a major endeavor blindly, the local courier has done his research.

The same year he bought his house, he traveled to Global Exchange's and Co-Op America's Green Festival in Chicago to soak up some information.

"I was completely mentally exhausted. I was there until they pushed me out of the building," said Bradley, 39. "It was really liberating. All of a sudden I had more information than I even knew what to do with. It was like being drunk on information. It was like all of a sudden, this was possible."

He has zeroed in on a 90-percent post-consumer recycled insulation line made out of denim by UltraTouch.

"I got to play with it in Chicago. You can rub that stuff on your face," he said, something one wouldn't want to do with regular fiberglass insulation.

During his research, he stumbled across some high-grade energy-efficient windows, meaning nine Pella ProLine double-insulated, double-hung windows with Low E insulating glass.

"Those are top-of-the-line. They're some of the most efficient windows you can get your hands on," he said. "Someone ordered the wrong size and had to dump them. I got them for less than 50 percent of the retail cost."

He sized them to his 1,000-square-foot, two-bedroom brick home by taking out the existing sills. Not wanting to waste anything, he's reusing the old windows in his greenhouse out back.

Recycling is part of Bradley's routine

He takes his own to-go containers when he ventures to local eateries, and recycles his toothbrushes, mailing them to a company called Preserve, which turns No. 5 plastics into other products.

"I try to recycle any cardboard that comes off of any material, paper, plastic, anything I can," he said.

He recently purchased a case of Premier Industrial eco-friendly sealant low in volatile organic compounds (low-VOC) for his doors and windows.

Once he gets to the finishing stages, he's going with low-VOC paint and soy-based finishes.

Bradley began his travels down the road of ecological awareness through gardening.

"I started looking into Greenpeace and PETA and into who makes the products we use, what they put in our food, how the animals are treated," he said.

After he changed his eating habits, his quality of life changed with it.

"Once I started getting my hands on some decent food products, my sinuses and allergies changed dramatically. I thought, 'There's something to this,'" he said. "The people involved were less aggressive and more friendly."

He tends his own organic garden and has recruited the nearby residents of his Vollintine-Evergreen neighborhood to join him.

"We're working together so everyone's not growing the same tomato," he said. "Urban farming is where it's at. It's time for people to get smart and build their communities back up. You get exercise. And you meet your neighbors."

Although the MLGW EcoBUILD program was developed for new home construction, the utility's website offers some pointers on green renovation, including "conducting a Home eValuation energy audit," resulting in a "list of recommendations, with estimated costs and payback periods, as well as low-cost and no-cost tips."

"The challenge in pursuing green renovation projects is that you're looking at unusual materials, and you have to determine if they're as good as traditional materials," said MLGW strategic marketing coordinator Becky Williamson. "It's kind of a 'buyer beware' thing. Check the technical information to see how accurate it is. Understand the ratings. The Energy Star website is a great place to start. Someone doing it on their own just has to do a lot of research."

For Bradley, that's old hat.

"I've always questioned everything. I've never just accepted the way things are," he said. "There's a line from a song by my favorite band, Men Without Hats, that goes, 'I may not know what's right, but I know this can't be it.'"

Increased Utility Theft

Hard economic times cited for increased utility thievery in Memphis area

Times are still hard, and households in the Memphis area are increasingly resorting to stealing electricity and other utilities, officials with Memphis Light, Gas and Water Division said Thursday.

MLGW investigated nearly 20,000 reports of utility theft in 2010, a 17 percent increase from 2009 and a 23 percent rise from 2008.

The percentage of reports that workers verify as theft is also increasing -- in 2010, they found 52 percent of reports were accurate, compared with 45 percent in 2008.

Estimates of the cost of theft vary, but if theft represented just one-half of 1 percent of MLGW's electric sales, it would cost $4 million per year, said Eliza King, the utility's manager of customer metering.

The increase in reported theft probably has to do with the slow economy, King said. But she also said stealing is a choice, since the utility provides many assistance programs for people who don't have the money to pay bills.

"I'm really not understanding the choices that people are making," she said.

Some cases involve criminal activity, such as indoor marijuana farms, she said.

The number of MLGW workers who investigate theft reports recently rose from 10 to 12, and is about to rise again to 14.

King showed MLGW board members several photos of crude methods used to steal electricity -- some involved jumper cables, one image showed a layer of duct tape covering an altered meter and another showed a wire running into a window.

"They'll do anything that they can do, as long as it's conducting electricity," she said.

This do-it-yourself electrical work represents a fire hazard that threatens not only the thief's property but also that of other people living nearby, she said. Thefts of water and gas also occur, though they're less common, she said.

MLGW charges large fees when it finds people guilty of theft -- $800 is not uncommon, said president and CEO Jerry Collins Jr. If the customers want the utilities restored, they must also put down a deposit of $125 and pay any balance due.

"If a person does commit a crime, then there's a price to be paid," Collins said.

But he said MLGW doesn't call the police on the first theft offense.

"So this is a lot better than being prosecuted," he said. "And with the fact that theft is increasing, then obviously we're probably not being tough enough."

Collins said some City Council members suggested at a recent meeting that MLGW should show more compassion toward women and children caught up in utility-theft cases.

Councilman Harold Collins said the discussion had to do with one specific case, and that he personally believes authorities should punish utility thieves.

"When people steal from the utility, they steal from the city of Memphis, and they have to be accountable for that," said Collins, who is not related to Jerry Collins.

The board wrapped up discussion without a vote.

Also Thursday, the board voted to allow RREEF, a real estate investment business that's part of Deutsche Bank, to manage about $45 million of employee pension assets. It's part of a larger restructuring of pension investments.

MLGW pits Midtown Memphis neighborhoods in 'Smallest User' conservation contest

A little bit of effort can make a big difference. That's the lesson from a contest that pitted two Midtown neighborhoods against each other in a friendly competition to see which would become "The Smallest User."

Memphis Light, Gas & Water Division challenged the Cooper-Young Historic District and Evergreen Historic District -- two neighborhoods with about 1,500 homes each -- to see which could reduce its energy consumption more over a one-year period.

Cooper-Young took the honors having reduced its 2010 energy consumption by $21 per house for the year (compared with consumption in 2009). Evergreen lowered its bills by $4 per house.

Joan Foley, who has lived in Cooper-Young for the past five years, said she participated not because she was worried about reducing her energy bills, but because she wanted to help win one for the home team.

"I moved here from another state, and although people here complain about their electric bills, I think it's wonderful," said Foley, who is retired.

She picked up two easy tips that seemed to make a difference in her household. First, at a meeting of the Cooper-Young Community Association (CYCA), she learned that appliances still draw electricity when not in use.

Like most homes, her house was filled with small appliances -- a coffee pot, toaster oven, blender, lamps, spare televisions, radios, heaters -- none of which was used more than occasionally. She unplugged them all.

Foley learned that using her appliances at odd hours of the morning and night reduces stress on the local power infrastructure.

"I set my dishwasher to wash in the middle of the night rather than during the high-use hours," said Foley. "Also, less electricity is used before 9 in the morning, so I try to do my laundry at that time. Being retired, I can do all this."

Foley also started drip-drying some of her clothes, rather than using the dryer.

Kristan Huntley, community director for CYCA, also examined her household energy habits and found that a lot could be changed easily.

She learned a few tricks when MLGW filmed TV promos in her home highlighting "The Smallest User."

And she was ready to save some money.

"We were definitely trying to save some money because our MLGW bill is probably one of our largest bills each month on average," said Huntley.

Huntley took advantage of a kilowatt reader loaned to the CYCA at the beginning of the contest. Appliances are plugged into the reader, which is then plugged into an outlet. The gadget then gives a reading on energy used.

She was shocked by what she found.

For years, Huntley had been heating a downstairs bathroom with a space heater because the walls had little insulation.

"That was really eye-opening, because we found out that the heater was pulling between seven and 10 times as much electricity as our television," said Huntley.

Off went the space heater. To make things more comfortable, Huntley bought more rugs to cover the tile floor, and she set a new house rule: The heater stays off unless someone is taking a shower.

"You become a little more tolerant of saying, OK, it's a cold bathroom, but it doesn't need to be 72 degrees in there -- the pipes just don't need to freeze," said Huntley.

Now the bathroom's insulation is a top priority for future home renovations. Second on the list is replacing the original single-pane windows.

But the heater issue begs the real question for those concerned about energy consumption: Does it make life inconvenient to adjust to energy-saving habits.

Foley and Huntley both said no.

"To us it was worth it, and it's not really inconvenient," said Huntley. "Some of the things were just changing habits. Once you get used to the new habit, it's not at all inconvenient."

"I had to think about it for a while to form the new habits," said Foley. "But if you do it a few times, you start doing it automatically."

Huntley said she has reduced her bill by a small amount, but that will add up in the long term. Twenty-one dollars for one household over a year isn't all that much, after all, but in terms of the entire neighborhood, it represents more than $30,000 in savings.

Saving energy at your Home

Energy-Saving Tips from TVA (energyright.com)

Seal gaps in floors and walls around pipes and electrical wiring.

Replace incandescent bulbs with compact fluorescents, which use 75 percent less energy and last 10 times longer.

Install aerating, low-flow faucets and showerheads.

Fix any leaky faucets -- one drop per second can add up to 165 gallons a month.

Tune up your heating and cooling system annually to keep it running as efficiently as possible.

Have your ductwork inspected, and repair any leaks.

Add insulation to your attic, crawl space and any accessible exterior walls.

Wrap your water heater with insulation, or install an insulating blanket.

Look for the Energy Star label when replacing large or small appliances.

Use power strips for home electronics, and turn off power strips when equipment is not in use..

Replace worn-out seals on your refrigerator and freezer.

Reduce hot water use by taking shorter showers and using cold water for the rinse cycle in your washer.

Clean refrigerator coils regularly to keep compressor running efficiently.

Set the refrigerator temperature at 36 degrees to 39 degrees and freezer at zero degrees to 5 degrees.

Use the microwave when possible -- it cooks faster and doesn't create as much heat as a stove burner.

Air-dry dishes instead of using the dishwasher's heat-drying option.

Run your dishwasher and clothes washer only when full.

Make sure your dryer's outside vent is clear, and clean the lint filter after every load.

Install foam gaskets behind electric-outlet and switch-plate covers.

Dry one load of clothes immediately after another to minimize heat loss.

Turn off outdoor lighting during the day. Try timer switches or photoelectric controls if the finger method is a bother.

Keep your freezer full, so less cold air is lost when the door is opened.

In the summer:

Turn up your cooling system's thermostat to 78 degrees or higher if no one is home for several days.

Keep curtains closed on the south, east and west sides of the house during the day to help keep cool.

Plant a tree. Shade trees can help keep a home cooler in the summer.

Winter Tips from MLGW

Set your thermostat at 68 degrees or lower when you're home. Every degree below 68 can save 4 percent on your heating bills.

At bedtime, lower your thermostat and add blankets.

Lower or turn off thermostat when leaving your home for four hours or more.

Keep curtains and blinds closed at night and on cloudy days; open curtains on sunny days for warmth.

Low cost:

Buy a programmable thermostat and program in lower temps when needed.

Make sure central heating air filters are replaced every 30-90 days.

Caulk cracks around windows and doors.

Costly, but with greater savings:

Install storm windows and doors.

Add more insulation in your attic.

Install a new energy-efficient furnace or water heater with Energy Star endorsement.

For the kids:

Turn off the lights when leaving a room.

Turn off water when brushing teeth.

Unplug electronics (like laptops and video games) when you aren't using them.

When hungry, don't stand staring at an open fridge. Grab a snack from the pantry -- or ask an adult to help.

Help clean up by washing your dishes in sudsy water in the sink, instead of using energy-consuming dishwasher.

Recycle paper, glass, plastic and other items at your home and school.
