MLGW awarded solar generation project through TVA Distributed Solar Solutions pilot

(May 9, 2017) – MLGW has been awarded a solar generation project through the Tennessee Valley Authority’s Distributed Solar Solutions pilot program. In a competitive process that included 13 applications from local power companies throughout the Tennessee Valley, MLGW's project was one of seven selected.

The project at Nike’s facility will produce solar power with panels similar to these at Agricenter International. At two MW, the new installation will be twice the size of that at the Agricenter.
The project includes the installation and operation of a two megawatt direct current solar array, which will be built at Nike Inc.’s North America Logistics Campus in Frayser. No MLGW funds will be utilized for the project, which will interconnect to MLGW’s electric distribution grid.

Nashville-based Silicon Ranch Corporation will fund, build, own and operate the system. Silicon Ranch is the largest developer, owner and operator of solar facilities based in the TVA service area.
“MLGW is pleased to collaborate with NIKE and Silicon Ranch in the construction of a large solar array in Memphis,” stated Jerry Collins Jr., MLGW president and CEO. “This project demonstrates the benefits of public-private partnerships to meet growing interest in renewable power options. We are excited to take a leadership role in increasing the amount of green energy in the region.”

The solar array is expected to generate approximately 3.7 million kilowatt-hours of electricity per year, or enough to meet the annual needs of 242 average households. Solar power from the array will be sold to TVA under a 20-year power purchase agreement, while Nike will receive the Renewable Energy Credits, the intangible environmental benefits associated with green power generation.
Although the timeline has not been finalized, the project is expected to start generating solar power in summer of 2018.

In developing the Distributed Solar Solutions program, TVA partnered with the Tennessee Valley Public Power Association, an association of 155 local power companies in the TVA system. TVA and TVPPA leadership, as well as representatives from two local power companies in the region, reviewed proposals and selected the winning projects.

"We are pleased to see the strong DSS interest because it allows TVA to partner directly with local power companies and developers to bring renewable energy to the Valley at the community level," said Tammy Bramlett, TVA's director of business development and renewables. "TVA remains committed to providing clean, efficient renewable energy to reduce our carbon footprint and help protect the environment."

2012 Sustainable Energy Seminar

MLGW’s third annual report on green initiatives outlines customer programs and internal activities designed to increase energy efficiency and environmental awareness, reduce energy waste, lower peak electric demand and improve air quality through fewer power generation emissions.

One of the driving forces behind MLGW’s green initiatives is the fact that households in Tennessee consistently lead the nation in terms of average annual electricity use. MLGW customers are just slightly lower than the Tennessee average (32% vs 38% above U.S. average), despite the fact that 80% of local homes use natural gas for heating and 60% use natural gas for water heating. This excessive electricity use results in higher utility bills, wasted resources and unnecessary emissions that impact regional air quality. If every household cut its electricity use by just 2.5%, it would result in more than $10 million in utility bill savings and the creation of 152 local jobs, as that money could be spent at area restaurants, stores, entertainment venues, education, charities and more.

Green Initiatives in this report are categorized as:

* Community: Outreach activities that enable MLGW to promote messages, services and programs briefly to visitors at public sites and events.

*Conservation, Energy Efficiency and Demand Response: Programs and services that encourage changes in behavior, equipment, appliances, and building materials to reduce consumption of electricity, natural gas and water.
-Conservation: Behavior or action that results in less energy being consumed, often through no-cost or low-cost methods. Examples: adjusting thermostat setting; turning off electronics after use; closing exterior doors tightly.
-Energy Efficiency: Purchase decision where the new item uses less energy than the item replaced. Examples: replacing your air conditioner; buying a new refrigerator (but only if the old one is removed from the home); adding insulation.
-Demand Response, also known as Load Shifting: Action that results in changing the time during which energy is consumed, often without changing the total amount of energy consumed. Examples: doing laundry on weekends instead of weekday afternoons; postponing dishwasher run time until after 8:00pm; participating in TVA demand response events triggered by periods of high electric use or high electric cost.
*Education: Activities that enable MLGW to educate current and future customers about the efficient use of energy and water.

*Electric Vehicles: Activities that promote the use of electricity as a vehicle fuel, while also enabling analysis of electric system impact among early adopters.

*New Construction: Activities that promote the adoption of green building practices so newly constructed homes and businesses use less energy and water, yielding a smaller environmental footprint.

*Renewable Energy: Electric generation from renewable resources—including solar, wind and biogas—which have little or no adverse environmental impact.

*Self-Service: Applications available at www.mlgw.com that enable customers to conduct business with MLGW at their convenience, 24/7.

*MLGW Green Workplace: Internal initiatives that help MLGW manage energy needs at its facilities, reduce waste and utilize alternative fuel vehicles to control operating costs, which helps delay the need for rate increases.

Many of these activities positively impact the local economy through increased household discretionary income, increased business profitability and increased business opportunities for companies that install energy-efficient equipment, perform building envelope upgrades and install renewable generation systems. Actions also will slow local peak electric demand, helping TVA control operating expenses and thereby controlling retail electric rates.

Solar Solutions Conference

The Tennessee Valley Solar Solutions Conference is April 10-11, 2012

The Tennessee Solar Institute and the Tennessee Valley Authority will host the second annual 2012 Tennessee Valley Solar Solutions Conference at the Memphis Cook Convention Center, April 10-11. The two-day conference will provide participants with timely information on energy policy, smart grid technology, sustainability, innovation, and job growth. In addition, tours of the University of Tennessee Living Light House from the 2011 Solar Decathlon and the 999-kW solar array at the Memphis Agricenter will be conducted.

Memphis Bioworks Foundation will host a pre-conference reception at the site of its 3,000 panel solar array installat ion, April 9 from 5:00 PM to 7:00 PM CT.

The solar energy industry is a rapidly growing sector of the state’s economy. Tennessee has over 230 for profit and non-profit entities in its solar value chain, employs over 6,400 people in solar-related industries and has installed approximately 27 MW of solar power. In the News

Construction has started on the 4,160-panel solar array at Agricenter International.

Heavy equipment has been moving dirt and building a berm to at least partially shield the view of the solar farm from motorists passing by the site.

It is located on the south side of Walnut Grove Road, just west of Ducks Unlimited headquarters.

Gov. Bill Haslam announced extensive energy efficiency projects today that include buying electric cars and reworking several state buildings to reduce energy costs and pollution.

All will be paid for with $26.4 million in TVA settlement funds.

A new Clean Tennessee Energy Grant Program, also, is available to local governments, businesses and other groups in Tennessee for amounts of up to $250,000.

Free Community Outreach Forum for TVA's Green Power Switch Program

We are co-hosting a free community outreach forum Friday, November 18, 2011 at the MLGW auditorium from 8:30 to 3:00. The Tennessee Renewable Energy Economic Development Council (TREEDC) is the other co-host for the forum as part of an ongoing series helping to promote TVA's Green Power Switch Program.

Shelby County Mayor Mark Luttrell and Memphis Mayor AC Wharton will deliver opening remarks.

MLGW CEO Jerry Collins is the keynote speaker and will participate in the effort to encourage Memphis area citizens and businesses to invest in clean energy generation by TVA. Presentations will be given by representatives from Memphis Bioworks, FedEx, Tennessee Department of Environment and Conservation, the University of Memphis, Gibson County Utilities, Tennessee Tech University and 49 Green. TREEDC is a statewide grassroots coalition of 65 city and county mayors promoting the economic development and environmental benefits of renewable energy for all communities in Tennessee.

TREEDC was formed by the University of Tennessee President Emeritus Dr. Joe Johnson , four mayors and a small engineering firm out of Knoxville, TN. Councilman Edmund Ford Jr. is an advisory board member and helps coordinate federal and state clean energy initiatives on behalf of the City of Memphis. Other members of TREEDC include Memphis Light Gas & Water, Tennessee Valley Authority, USDA Rural Development and Oak Ridge National Laboratory.

In any economic climate, it’s pretty rare when businesses take actions that aren’t beneficial to the bottom line.

And when the economy is struggling, taking action that doesn’t produce immediate financial benefits is generally not considered a sound business practice.

But with a nod to the future of the economy, as well as the environment, there are companies in the Memphis area that are taking a chance on a relatively unproven concept: utilizing renewable energy sources.

Memphis Light, Gas and Water Division has spearheaded the concept locally. In conjunction with the Tennessee Valley Authority, in 2005 MLGW began the Green Power Switch, a green energy pricing program designed to fund new sources of electric generation. By converting the energy in the sun, wind and methane gas, TVA generates a portion of its electricity from renewable sources and mixes the green energy into the overall electric supply, reducing the need for traditional generation.

MLGW customers can purchase blocks of the renewable energy as an investment in the future.

According to Becky Williamson, strategic marketing coordinator for MLGW, 16 businesses are currently involved in the program.

“There’s not an economic benefit to customers directly, but the community benefit is what really matters,” Williamson said.

Renewable energy sources are, of course, free. But the devices that capture that energy and generate electricity are far more expensive to construct than traditional ones.

“I think sometimes there’s a disconnect that it costs more to turn that renewable energy into power,” Williamson said.

Nevertheless, that hasn’t stopped businesses from using renewable energy when constructing new buildings.

The Flintco Cos., a construction company with offices in Memphis and six other U.S. cities, has been involved in numerous large projects in Memphis and has been in the business since 1908.

Division President Kevin Moyes has noticed an increased interest in green energy from his business’ clients.

“Sustainability is a big factor right now,” Moyes said. “On the construction side there are a lot more sustainable-design facilities.”

Flintco is currently involved in the construction of a prison in East Tennessee that is recycling water and using a geo-thermal system that will allow the facility to save money on boilers and HVAC-related equipment.

“In my opinion, people are being more sensitive to the environment,” Moyes said. “Three years ago it would be almost a premium cost to do something like that. We’re seeing that change more and more. Manufacturers are using more recyclable materials. The cost has come way down. In some ways it’s shifting toward a standard way of doing business.”

Even though going green is becoming more economically feasible, Moyes said the economic benefits aren’t felt immediately.

“For example, that prison will probably be around for 30 or 40 years,” he said. “Some clients are looking to save money long term.”

Mike Collins, vice president of the building group at Allen & Hoshall, a Memphis engineering firm, has noticed the trend toward green energy as well.

“Once a week somebody asks me about renewable energy,” said Collins, a 17-year employee at a company that does $15 million in business a year. “It’s solar usually. The costs are coming down.”

He’s involved in the design of Legends Park, a 16-roof, mixed-housing development going up on Poplar Avenue. Solar panels are being installed on the roofs, which is a very popular way to take advantage of the sun’s energy.

“As long as there’s government assistance, you’ll see more and more,” Collins said. “With flat cost it just won’t pay for itself. With assistance it becomes viable.”

According to Williamson, there’s no better time to go green.

There are federal tax credits available to residential MLGW customers who want to install energy-efficient systems. The program expires at the end of the year and reimburses customers 30 percent of their investment, up to $1,500. Business tax incentives are available to commercial customers.

Williamson points out that when less energy is used, the savings are passed on to everybody in the long run.

“Everything we can do to lower utility bills helps the environment,” Williamson said, “and the community as well.”

TVA contracts to buy more wind-generated power

The Tennessee Valley Authority announced today it is contracting with a wind farm in Kansas to add more renewable power to its power generation mix.

TVA signed a 20-year agreement with Caney River Wind Project LLC today to deliver wind power to the TVA region from a facility to be built in Elk County, Kan. The farm will have 111 turbines across some 14,000 acres. Generation is expected to begin in 2012.

"This contract puts TVA another step closer to fulfilling its vision to be one of the nation's leading providers of low-cost and cleaner energy by sharpening our focus on renewables and energy efficiency, relying more on nuclear power, continuing to improve air quality, and relying less on coal," TVA Senior Vice President John Trawick said in a prepared statement. "Wind energy is an increasingly valuable part of our generation portfolio."

With this contract, TVA will have added up to 1,581 megawatts of wind power resources to its generation portfolio since issuing a request for proposals in December 2008 for as much as 2,000 megawatts of renewable energy. The additional wind generation under contract is more than what a single nuclear reactor will generate for TVA, although the wind turbines will operate less frequently.

TVA's current renewable energy mix totals 4,443 megawatts from hydroelectric, wind, solar and methane sources. In addition, TVA's nuclear plants contribute 6,900 megawatts of emission-free electricity to the power grid.

Caney River Wind Project LLC is a direct subsidiary of TradeWind Energy, based in Lenexa, Kan. The wind farm will be constructed, owned and operated by TradeWind partner Enel North America, a subsidiary of Enel Green Power, Italy's largest power company.

Green Power! Way to go, Medtronic!

The Memphis Daily News has a great article about Medtronic Spinal and Biologics, one of the city’s largest purchasers of green power, being recognized by the Environmental Protection Agency for its commitment to purchase 600,000 kilowatt-hours annually of electricity generated by the sun, wind or methane gas.

Here's an excerpt:
The EPA has added Medtronic to its Green Power Partnership, which boats 1,200 partner organizations voluntarily purchasing green power.

Paul Sorrelle, environmental health and safety director at the Medtronic Spinal and Biologics business unit, said a company goal is to cut down on its carbon footprint.

With 1,350 employees, the Medtronic campus at 1800 Pyramid Place includes two six-story buildings, a three-story building and a four-story building.

Medtronic is purchasing about 6 percent of its electricity with green power.

“There are no tax breaks or anything like that,” Sorrelle said. “It is strictly a voluntary program designed to promote development of renewable energy sources to produce electricity.”

The green power comes from 15 solar generation facilities operated by TVA, a wind facility on Buffalo Mountain in East Tennessee and methane gas from the Maxson Wastewater Treatment facility that is piped to the TVA Allen Fossil Plant, where it is co-burned with coal.

TVA restarts Generation Partners enrollments

TVA has reinstated its Generation Partners program for smaller renewable energy projects but is still considering what to do about larger systems.

One week after the federal power provider announced it would freeze new system applications for the program, TVA announced it would again accept all solar, wind and biomass installations up to 200 kilowatts.

Generation Partners pays for electricity generated by customers through solar, wind and biomass technologies. Last year TVA expanded the pilot program to include systems that could produce up to 1 megawatt of electricity (approximately enough electricity to power 1,000 homes) and increased incentives for solar power.

TVA halted the program after changes to the application process earlier this year resulted in an influx of requests totaling $200 million. As a pilot program, Generation Partners is limited to projects totaling $50 million and 200 megawatts.

The new plan will allow all but four projects already approved by TVA to move forward along with any upcoming projects of less than 200 kilowatts, said John Trawick, TVA vice president for commercial operations and pricing. TVA will reconsider incentives for projects generating 200 kilowatts to one megawatt and put forth a plan later this year, he said.

TVA has 37 projects awaiting approval and another 25 in various stages of development, Trawick said. Of those projects, 29 of them represent one or more megawatts of power generation, he said. TVA has approved a total of 264 projects since Generation Partners' inception.

'Those larger projects are creating a challenge for us in terms of managing them against our total budget,' he said. 'We've got to figure out how to accommodate such an overwhelming response.'

Solar company officials said they were pleased with TVA's announcement.

Industry representatives met with TVA officials Wednesday to discuss the plan. The 200-kilowatt cap matches system size limits set by the Solar Institute, a federally funded grant and research program at the University of Tennessee that began accepting grants for solar projects Monday.

'TVA has brought us out of the dark and back in the light,' said Thomas Tripp, president of Big Frog Mountain Corp., a solar installation company based in Chattanooga. 'It's going to keep a lot of people from hitting the unemployment lines on Monday.'

Although TVA has continued the stay on larger projects, Harvey Abouelata, vice president of sales and marketing for Efficient Energy of Tennessee, said he believes TVA will work quickly to resolve the issue.

Efficient Energy has begun construction in East Knox County on what's believed to be the state's first megawatt solar array.

'Based on the conversation today, I'm very positive,' Abouelata said. 'I think we're going to get all those projects worked out.'

The solar industry isn't the only sector to be affected by TVA's decisions on Generation Partners.

Of the $200 million worth of current and proposed projects, about half are powered by biomass, including at least one system exceeding 200 kilowatts, Trawick said. TVA spokesman Mike Bradley confirmed that an 850-kilowatt bio-powered installation in North Alabama had been approved for Generation Partners.

Added to the program last year, biomass has the potential to eclipse solar in incentives because the systems can operate 70-80 percent of the time, compared to the 15-25 percent capacity of photovoltaic systems, said Stephen Smith, executive director of the Southern Alliance for Clean Energy.

While SACE and solar companies are supportive of the bioenergy industry, Smith said there are concerns about how TVA will handle incentives for the new technology.

'Within the Generation Partner program, not all resources perform the same; not all resources need the same incentives,' he said. 'There clearly are some challenges.'

Increased Solar Power & You

Going along with my post on Cohen's visit to Sharp, there are three possibilities for what increased solar power options would look like for our customers:

1. New Federal incentives would dovetail with existing TVA Generation Partner incentives and existing 30% Federal Tax credits (through 2016), to greatly reduce the capital investment of solar generation.

2. New Federal incentives would dovetail with existing TVA Generation Partners incentives, but would replace or reduce the existing 30% Federal Tax credits.

3. TVA would modify their Generation Partners program (which is still a pilot and gets updated about every 6 months), either increasing or reducing their paid incentive (a premium of $0.12 per kWh atop the residential electric rate, or the basic commercial rate).

In all cases, there is the potential for more MLGW customers to install solar generation. Right now, there are four businesses and two homes participating in Generation Partners in Shelby County. Collectively, they represent ~ 110 kW of generation. We have 149 kW of projects in the review stage now.

From a jobs perspective, there would be more solar installers, more workers at manufacturing facilities, etc. We don't see it increasing MLGW jobs, just more MLGW employees involved in review and qualification.

In developing the EECBG (Energy Efficiency and Conservation Block Grant) Strategy, we estimated 600 kW of solar generation by 2015--which is ambitious for current incentives. In most locations, there would be no infrastructure changes to accommodate grid tie-in. In cases where infrastructure changes would been needed, the customer would pay.

Cohen Looks to Solar Power to Boost Jobs

This story recently ran on our local Fox station...

Thankfully, minus the need for parkas, it seemed reminiscent of scenes from the move "White Station Zebra."

But, 9th District Congressman, Steve Cohen, had good reason to lead a contingent of reporters and photographers to the roof of Sharp Manufacturing's owned Solar Industries on Monday.

The high altitude outing was intended to show off the kind of solar panels which will hopefully play a key role in an energy initiative, that if passed, could be monumental in weaning the county of decades of foreign oil dependency.

Cohen asserted, "If enacted, this legislation will be the largest investment in solar technology in the history of the United States."

Cohen, who is co-sponsoring the legislation with Vermont Congressman, Bernie Sanders, says the goals of the measure would be to install solar energy panels on ten-million rooftops nationwide over the next ten years and increase the capacity of solar-heated water systems by an estimated ten billion gallons over the same period. Cohen also espoused his solar roots initiative would spur the growth of all important "green jobs."

Cohen explained, "This bill could create an estimated 1.35 billion, direct or indirect jobs, over the next ten years according to Solar Energy Industry Association. And thanks to Sharp Solar and Memphis distribution prowess...many of these new green jobs will be located right here in Memphis, Tennessee."

However, as we scanned the 550 panels on the roof that Sharp officials say will one day power the facility, Cohen admitted the initial costs associated with constructing solar energy systems for home and commercial uses has discouraged many from taking the monetary plunge. But, Cohen declared his measure will provide attractive incentives.

Cohen outlined, "This legislation would help individuals and businesses the ability to overcome the initial investment in solar technology by providing cash rebates. The rebates would work in conjunction with other existing federal rebates and incentives to provide a maximum rebate of fifty percent of the cost of installation."

A buoyant Cohen even musically waxed poetic about the legislation, "Here Comes the Sun"....do, do, do, yeah!"

From solar power to wind power, from hybrid automotive technology to geothermal engineering, Memphis companies large and small are tapping into renewable energy.

The biggest news story surrounding local businesses going green involves shipping giant FedEx Corp., whose president and CEO Fred Smith earlier this year unveiled the company’s plans to become more energy-efficient and environmentally friendly through its EarthSmart initiative.

“That’s just good economics as far as the economy is concerned,” Smith told a green transportation conference at the University of Memphis. “Over the last decade, it’s obviously become a greater issue for FedEx – for humankind, for that matter – to have a more sustainable and environmentally efficient economy. The twin imperatives of energy efficiency and environmental sustainability have been at the heart of our EarthSmart initiative.”

FedEx has put its money where its founder’s mouth is by investing in numerous gasoline-electric hybrid vehicles for FedEx Express, the largest of the company’s subsidiaries. Also, FedEx made its Bronx, N.Y., station its first all-hybrid facility with about 100 trucks.

Solar growth

It’s not the only local corporation tapping into consumers’ demand for all things green.

Sharp Manufacturing Co. of America has been manufacturing solar panels since 2003 at its Hickory Hill plant, the company’s lone U.S. facility that produces the panels.

Sharp completed its one millionth solar panel this year, but it has steadily ramped up production and is now making 500,000 residential and commercial solar panels annually, serving domestic and international markets.

Sharp spokesman T.C. Jones Jr. said customers are looking at the environmental as well as the economic benefits of installing solar panels and switching part of their energy to the sun’s resource.

“The demand for renewable energy has skyrocketed within the last three years, especially with the new administration and all of the incentives being provided throughout the country,” Jones said. “State by state, the demand is escalating.”

The company is looking at increasing its output to meet the growing demand, although Jones said there are no specific, measurable plans, only that officials are seriously considering another bump in production.

“It is under study at this time,” Jones said. “As to how much of an increase, we’re trying to project what the future demand is going to call for.”

Trend growing

Green energy isn’t limited to the rooftops; it can be found underground as well.

Engineered Comfort Inc. engineers, designs and installs heating and cooling systems for residential properties. Company founder Walter Nelms said the demand for such eco-friendly systems has risen along with environmental consciousness and federal tax credits that reward green choices.

“In 2008 about 15 percent of our business was geothermal heat pumps, and this year it’s over 65 percent of our business,” Nelms said. “It’s primarily due to the federal tax credit from the stimulus package.

“It is a good thing for the environment,” he added, “and it is a good thing for the consumer’s pocketbook.”

Rob Hurston, technical services coordinator for the Memphis Area Home Builders Association, said green energy for residential properties got a huge jumpstart at last month’s Vesta Home Show, the first all-green home show.

Also, more local builders are becoming Certified Green Professionals through the National Association of Home Builders, meaning they will be ready to meet the needs of the public should demand rise.

Where that demand sits is anyone’s guess, Hurston said, because the sluggish economy has stunted the new home market. That is especially true with components like residential solar panels, which are still expensive for the average homebuyer and don’t offer quick returns on investment that some might like to see.

“I would love to be self-sufficient and not have to give (Memphis) Light, Gas and Water my money every month,” Hurston said. “But the upfront cost on a solar panel … buys a lot of months of electricity.”

Still, Hurston added, the writing is on the wall that interest in green building is increasing. More buyers are requesting locally made materials, more builders are recycling construction waste and more homeowners are buying Energy Star appliances.

That means the pieces are in place for a surge in green building as more customers ask for it and the financial climate improves.

“(Builders are) positioning themselves to be able to meet the demand,” Hurston said.

‘New wave in America’

Will hotel travelers demand green energy during their overnight stays? The developer of the La Quinta Inns and Suites under construction at 2839 New Brunswick Road near Wolfchase Galleria is banking on it.

CBH Hospitality LLC is combining two green energies – solar and wind – to create the first LEED-certified hotel in town. Company principal Bhavesh Patel said general contractor Boone & Sons Inc. is working on the third floor of the hotel, which should be completed by spring. (LEED is the Leadership in Energy and Environmental Design Green Building Rating System, developed by the U.S. Green Building Council.)

Thanks to solar panels and a windmill on the roof, the hotel will produce much of its own energy and even send power back to the grid. But the solar panels and windmill are only parts of the hotel’s green efforts. Patel said at least half of the building’s lights will be the highly efficient LED (light-emitting diode), reducing the building’s carbon footprint even further.

Though Patel said only a small percentage of Memphis is going green, he hopes the La Quinta can be a catalyst for environmentally friendly building.

“That’s the way we should be going. That’s the new wave in America. Everybody should be going eco-friendly,” Patel said. “Even if you don’t believe in global warming you can still be environmentally friendly and save energy – and save money.”

TVA to Purchase More Green Energy


TVA, looking outside the region to boost its renewable energy portfolio, said Thursday it will buy 450 megawatts of wind power capacity from the Great Plains.

The nation's largest public utility has signed 20-year power-purchase agreements with Maryland-based CPV Renewable Energy Co. and Chicago-based Invenergy Wind LLC for electricity generated by wind farms being built in McIntosh County, N.D., and Roberts County, S.D., respectively.

The added wind power should reach TVA's seven-state system in 2012, said Belinda Thornton, TVA's general manager of power and origination. It will be enough to supply 140,000 homes.

Solar Farm Gets Approved

Governor announces approval for solar ‘farm’

NASHVILLE -- Tennessee won federal approval Tuesday for a $62.5 million economic stimulus grant for a solar power demonstration farm in Haywood County and solar research institute at the University of Tennessee in Knoxville.

Gov. Phil Bredesen announced the U.S. Department of Energy's approval at his annual economic conference. The next step is an environmental assessment of the roughly 20-acre site alongside Interstate 40 in southwestern Haywood County, about 40 miles northeast of Memphis. That's where the state plans to erect 22,300 solar panels.

The money will be divided between the two components of the "Volunteer State Solar Initiative," which Bredesen hopes will position Tennessee as a center for clean-energy research, development and manufacturing, and a magnet for nonenergy companies that want to jump on the green-energy bandwagon.

Bredesen said he envisions the farm as a "test bed and showcase" for solar power products and also encouraging other manufacturers who want to emphasize their "commitment to environmental stewardship" to locate in a 1,500-acre West Tennessee industrial "megasite" the state is planning adjacent to the solar farm.

That could include "a solar company or any company that wants to be part of the green revolution," he said. "Volkswagen, for example, is not a solar company, but the things that we're doing in green energy were an important part of their decision to locate in Chattanooga. I think you might find an automobile company, for example, that's got a real interest in showing their commitment in this area, or another kind of manufacturer."

The farm will also contain an educational and visitors center, which Bredesen said he hopes will inspire schoolchildren to pursue science education.

He applied for the huge grant in mid-May and said then that he expected approval by the end of that month.

But with Tennessee's request being far different from other states' more conventional plans for their shares of energy funding, Energy Department officials took four months negotiating with the governor's staff before approving it.

The governor acknowledged the state accepted some changes in plans for both the solar farm and the institute.

The farm will no longer be built on the planned "megasite" -- a marketing term used by the Tennessee Valley Authority for large tracts of land that it certifies as ready for industrial development. It will be separate from the larger project, partly because the state didn't want to delay the farm for the larger environmental assessment required of the megasite.

Although the institute will still conduct basic research with other money, it will parcel out its share of the stimulus money to companies and organizations for technology commercialization, technical assistance and workforce development in the field.

Bredesen said the farm can be producing electricity before he leaves office in January 2011.

As for the separate Haywood County megasite, he said he believes it is moving forward despite last week's delay by the State Building Commission of $40 million for the project.

"I was a little concerned," he said. "But I think the constitutional officers (the state treasurer, state comptroller and secretary of state, who are members of the Building Commission) had some very legitimate questions."

Volunteer State's Solar Initiative gets OK

The U.S. Department of Energy approved Tennessee's application, filed in May, for a $62.5 million economic recovery and stimulus grant for a two-part solar power initiative that includes:

A 20-acre solar power demonstration farm, educational and welcome center in southwestern Haywood County. Plans call for installation of more than 22,000 solar panels producing 5 megawatts of electricity for TVA's power grid. It is to be operated under contract to Genera Energy, a nonprofit arm of UT.

A solar institute likely housed on UT's new Cherokee Farm research campus in Knoxville. The institute itself will be state-funded, but it will parcel out much of its half of the grant money to other organizations as "innovation grants."

“One of these days, there’s going to be solar panels probably on most buildings,” he predicted. “They will be either using all of the electricity which they generate or using a part of it and sending some of it back to the grid.”

Solar Power in Memphis

Yesterday, there was a really positive article about solar generation in the Commercial Appeal (Rays-ing the roof). Soo-Tsong Lim received the TN Clean Energy Tech grant and, based on that and a federal tax credit, decided to install solar panels on the roof of his business in Millington.

One of the web comments to the article references TVA Generation Partners. Our own Becky Williamson provided some clarification on this:

Yes, TVA still offers its Generation Partners program, which is available to customers of MLGW and other participating electric distributors. The program will be changing this summer, when TVA releases a new version, but the general conditions are: customer funds solar generation system, MLGW installs a second generation meter to measure output, customers consumes all solar power onsite (except for moments when solar output is higher than facility load, at which point excess is sent to MLGW's grid), and then MLGW bills customer and applies the Generation Partners credit for each kilowatt-hour of solar power produced.

Gov. Phil Bredesen is celebrating Earth Day by touting the development of clean energy technology that could help the state become a mecca for producing solar energy and electric powered vehicles.

The governor appeared with representatives of Nissan, Oak Ridge National Laboratory and the Tennessee Valley Authority in Franklin, Tenn., this morning, test-driving a Nissan all-electric car built in Japan and reiterating his support for green technology development in the state.

The carmaker, which has its U.S. headquarters in Middle Tennessee, said it plans to introduce electric vehicles for commercial and government fleets next year.

Bredesen wants to create public-private partnerships to develop solar-powered charging stations around the state. He has proposed developing a Solar Institute to advance the technology. The state already has been successful in attracting solar-related businesses to the state, including suppliers Hemlock Semiconductor Corp. and Wacker Chemie AG, which have both pledged major investments and the addition of jobs in Tennessee.
