Shelby Farms Park Conservancy, TVA, MLGW and EPRI Break Ground on West Tennessee’s First SMART Charging Station for Electric Vehicles

Shelby Farms Park Conservancy, Memphis and Shelby County Office of Sustainability, Tennessee Valley Authority, Memphis Light Gas and Water Division (MLGW) and the Electric Power Research Institute (EPRI) on Tuesday (January 24 at 10am) will break ground on an electric vehicle charging station that can make electricity from sunlight, store it, and add it to the power grid as needed. Both Memphis Mayor AC Wharton and Shelby County Mayor Mark H. Luttrell will attend the groundbreaking to celebrate the new project at Shelby Farms Park.

The Smart Modal Area Recharge Terminal, or SMART station, developed by TVA and EPRI, is among the first public electric vehicle charging stations. Located at Shelby Farms Park in Memphis, Tennessee, it will be capable of charging plug-in electric vehicles built by all major U.S. auto makers. The SMART station will be built on the existing parking lot next to the Park’s Visitor Center at Patriot Lake and is scheduled to open in June of 2012.

“As one of the region’s premier urban parks, Shelby Farms offers an ideal location for the newest TVA SMART station,” said Laura Campbell, TVA General Manager for Customer Services in West Tennessee. “And as an industry leader in shipping and distribution, Memphis offers a unique opportunity to explore a wide variety of potential transportation electrification applications. TVA thanks the Park, the City, MLGW and EPRI for their team effort and support in making this project become a reality.”

TVA and EPRI commissioned a prototype SMART station at EPRI’s Knoxville research lab in January of 2010. Partners for the Shelby Farms Park project include MLGW and the Shelby Farms Park Conservancy- the nonprofit organization that manages and operates Shelby Farms Park and Shelby Farms Greenline.

The facility will be compliant with safety and technical standards set by the Society of Automotive Engineers (SAE), for vehicle charging using a standard plug (often referred to as an SAE J1772 coupler).

“This system combines a renewable energy source with battery storage and vehicle charging,” said John Halliwell, senior project manager with EPRI.

“We expect combined installations of these technologies to find wider application in the coming years and this system gives us a hands-on opportunity to study their use and impact.”

The new charging station will feature:

Ten parking spaces, each with an electric vehicle charging station supporting charging rates at up to 7.2 kilowatts.

An electric plug designated as the industry standard by the Society of Automotive Engineers that will accommodate all future plug-in vehicles made for the U.S. market.

About 2 kilowatts of solar photovoltaic panels per charging space.

About 5 kilowatt-hours of stationary battery to assist vehicle charging and send power to the grid during periods of peak electricity demand. The batteries also will support the local power grid by lessening the effects of charging multiple cars in one location.

Advanced measurement and controls that will collect data about system energy flows and electric vehicle charging.

The SMART station at Shelby Farms Park will be used over time to study various aspects of electric vehicle charging, including consumer behavior, the impact on the electricity system, infrastructure design and development, and testing different stationary batteries. TVA and EPRI also will assess electric vehicles’ potential to reduce greenhouse gases and other pollutants.

“Shelby Farms Park is the perfect place for West Tennessee’s first SMART station,” said Laura Adams, Shelby Farms Park Conservancy’s executive director. “Environmental sustainability is one of our core values, and we are excited to be part of project that will help support solar and electric vehicle research and to provide an innovative, attractive new feature for Shelby Farms Park and Shelby Farms Greenline visitors.”

The SMART station is being deployed in conjunction with the EV Project, managed by ECOtality North America and including EPRI; TVA; the U.S. Department of Energy; the state of Tennessee; Oak Ridge National Laboratory; the cities of Memphis, Knoxville, Chattanooga and Nashville; and regional utility partners including Memphis Light Gas and Water Division (MLGW).

The storms that hit last night caused a fair amount of outages. We had about 18,300 customers out at our highest point last night. We restored 10 circuits overnight, leaving about 3,000 customers without power currently.

Our crews are currently working on the most heavily damaged areas, which include Hickory Hill and Whitehaven. An area near Old Brownsville Road also sustained significant damage.

Giving the "Power of Warmth"

A recent cold snap sent qualified seniors and disabled residents to the Neighborhood Christian Center (NCC) on 785 Jacksonin search of the Power of Warmth. NCC and MLGW partnered to provide 150 space heaters and 150 electric blankets on a first-come, first-served basis through the outreach program, Power of Warmth.

The donation was right on time for Downtown-resident Beverly Chatman, “My heat doesn’t work so good,” said Chatman, who suffers from a number of ailments including lung disease and diabetes. She blames the diabetes for perpetually cold feet. “I stay chilled.” Chatman chose a heater to help keep her apartment warm.

Vivion Sisuse, NCC Chaplain, said like Chatman, neighbors (the term NCC uses for their clients), are thankful for the donation, “With the economic downturn, we are serving neighbors from all walks of life and they appreciate the assistance.”

Neighborhood Christian Center partnered with us to distribute heaters and electric blankets to residents in need.

Power of Warmth recipient Beverly Chatman admits it’s hard to keep her apartment warm. Chatman doesn’t own a car, but when she heard about the heater giveaway she negotiated transportation to secure a unit. Here, she waits for a ride back to her apartment after receiving her space heater which will help keep her home comfortable during the winter months.

MLGW Employees' Ingenuity Awarded U.S. Patent

MLGW EMPLOYEES’ INGENUITY AWARDED U.S. PATENT; MECHANISM COULD SAVE DIVISION $70K

In 2010, the last year for which statistics are available, the U. S. Patent and Trademark Office issued 244,341 patents. That’s a little less than half of the 520,277 application requests the agency received. To put it another way, approximately one out of two patent applications was denied. Obtaining a patent is an arduous process—taking several years, but in 2011 MLGW employees joined the elite ranks of inventors granted a patent for their innovation.

Employees of the Electric Motor Shop received news on November 1, 2011 that the Solid State Sump Pump Control they created was patented. The people named in the patent were Al Bourell, then Supervisor of the Electric Motor Shop (now retired), Rick Cox, David Morton, Roderick Truitt and Curtis Washington. (Truitt and Washington transferred from the Electric Motor shop to other departments.)

MLGW has an underground network transformer system. When water seeps in from underground ducts into transformer vaults and manholes, sump pumps are used to expel the water. The Electric Motor Shop used off-the-shelf controls that often became waterlogged and failed. The sump pump controls would have to be replaced and man-hours expended to get flooded transformers operational.

In 2004, after investigating options from various vendors, the Shop began constructing its own Solid State Pump Control System with great success. The MLGW-created device’s unique design features a protective cap and can withstand submersion in 25 feet of water—all at an approximate cost of $300 per unit, resulting in a 33 percent cost-savings.

The Electric Motor Shop is a workgroup in Electric Substation Engineering; Michael Ray Russell is the manager. “The devices we were purchasing off the shelf were not as good in quality or design,” Russell explained. “The old style cost approximately $450 per unit. Last year we installed roughly 60, which equates to a savings of $9,000 per year in unit costs.” Russell estimates the Division will save $70,000 per year that would have gone to transformer vault maintenance costs when the old units failed.

In 2005, MLGW attorneys began pursuing the patent—cautioning all involved that the process could take years. Fast forward six years and Bourell, Cox, Morton, Truitt, and Washington are recognized for their hardwork. “[The Solid State Sump Pump Control patent] demonstrates this group of employees will make a way when a way does not exist to accomplish the task. It shows the ingenuity and initiative of these employees,” Russell affirms. “When they could not find a product that met their need, they did not give up. They made an extra effort to develop a solution which was unique enough to patent.”

Dennis Blankenship, Roger McNeary and James Sandidge are new employees in the Electric Motor Shop who are continuing the project, constructing the now patented Sump Pump Controls.

New Recycling Company Springs From Old Mattresses

Old mattresses are among the worst kinds of household waste: Most recycling companies won't touch them, and landfills would rather not. But a new business in Nashville that started as a college project hopes to move mattress recycling into the mainstream — and employ former convicts in the process.

Cutting into a mattress at Nashville's Spring Back workshop, Ron Harness runs his box cutter around a queen-size bed to fillet the fabric, in a process he admits is labor intensive. Even the best processing machines can only chew up a used mattress; recycling one requires manual labor.

TVA settlement funds to help Tennessee's energy efficiency

More than $26 million in TVA settlement funds will help the state buy electric cars and rework several buildings to reduce energy costs and air pollution.

A new Clean Tennessee Energy Grant Program, also, is available to local governments, businesses and other groups for amounts of up to $250,000.

“Increasing energy efficiency in state government will help us be even better stewards of both taxpayer dollars and our environment,” Gov. Bill Haslam said in an emailed announcement Wednesday.

Holiday Bill Break Ending this Weekend

There have been no residential cutoffs for unpaid balances of $399.99 or less from Dec. 15 to now. Regular cut-offs for non-payment will resume Tuesday, January 17th.

The Holiday Bill Break has ensured that no residential customers were cut off from December 15 to January 15 if they had an unpaid balance of $399.99 or less. The Holiday Bill Break replaced the previous Annual Moratorium, which prevented cutoffs regardless of the unpaid balance. However, customers typically came out of that moratorium with large balances, which had a negative affect on their ability to pay their bills moving forward.

This new program allowed customers to have extra cash during the holidays while protecting them from getting into serious debt.

The Holiday Bill Break is a separate program from the Winter Moratorium for Seniors as well as its cold weather-related moratorium. Both of these programs remain in effect.

The cold weather-related moratorium means that MLGW will not disconnect any residential accounts for non-payment whenever the wind chill is predicted to be at or below 32 degree Fahrenheit during a 24-hour period. When the cold-weather moratorium is in effect, we announce it on Facebook and Twitter.

Construction has started on the 4,160-panel solar array at Agricenter International.

Heavy equipment has been moving dirt and building a berm to at least partially shield the view of the solar farm from motorists passing by the site.

Winter Safety Reminder – Know the Signs of Carbon Monoxide Poisoning

You can’t see it and you can’t smell it, but its effects can be deadly. An odorless, colorless gas, carbon monoxide is often called the Silent Killer. During cold weather months, the risk of carbon monoxide poisoning rises because windows and doors that would allow trapped gases to escape are closed. Improper operation of natural gas appliances, blocked fireplace chimneys, clogged burners and other problems can lead to carbon monoxide omissions.

Compounded with the inability to detect carbon monoxide by sight or smell, are symptoms of poisoning which mimic the flu: headache, fatigue, dizziness, nausea, vomiting and mental confusion. Anyone exhibiting these symptoms should leave the residence immediately, call MLGW’s emergency number (528-4465), and seek medical attention.

There are steps you can take to prevent exposure to carbon monoxide:Choose appliances that vent fumes to the outside whenever possible.

1. Have gas appliances professionally inspected annually.

2. Install an Underwriters Laboratory (UL) approved carbon monoxide detector.

3. Don’t use a gas oven to heat your home.

If you suspect a gas leak or there are indicators that a gas appliance isn’t working properly (yellow gas flame, floating or wavering flame, soot, or overheating) call MLGW’s emergency number, 528-4465.

Freezing temperatures mean you need to make sure your pipes are not vulnerable to the effects of cold weather. Protect your pipes from freezing temperatures. Open interior cabinet doors to expose pipes to warmer air, turn all inside faucets to a slow drip and wrap or cover all exposed outside faucets.

If you’re going out of town, don’t turn your heat off, just turn it down several degrees.

It’s a good idea to insulate your above-ground water pipes, too. Pipes in the crawlspace or basement under your house could be susceptible to a deep freeze, so pipe insulation is always a good idea.

If your attic insulation isn’t great, you should insulate water heater pipes in the attic, as well.

Just in time for Christmas, MLGW is teaming up with the Neighborhood Christian Center to assist qualified low-income seniors and disabled residents of Shelby County through the Power of Warmth Program.

The Neighborhood Christian Center will be accepting applications and screening eligible households for heaters or blankets at 785 Jackson Ave. on Tuesday, December 20 from 9 a.m. to 3:45 p.m.

To qualify for the Power of Warmth Program, applicants must be a resident of Shelby County as well as disabled and/or a low-income senior, age 60 or older.

To apply applicants will need the following credentials on hand:

• Tennessee State ID or Drivers License to verify age and address.
• The most recent pay stub or Social Security Income statement to verify income.
• If you have a physical disability but do not meet the age requirement, you must bring the proper certification information.

MLGW and Neighborhood Christian Center teamed to donate more than 220 air conditioner units to local seniors earlier this year.

Customers may contact the Neighborhood Christian Center's hotline number at (901) 881-6013 for a pre-recorded message detailing the necessary qualifications and credentials for eligibility.

Free Community Outreach Forum for TVA's Green Power Switch Program

We are co-hosting a free community outreach forum Friday, November 18, 2011 at the MLGW auditorium from 8:30 to 3:00. The Tennessee Renewable Energy Economic Development Council (TREEDC) is the other co-host for the forum as part of an ongoing series helping to promote TVA's Green Power Switch Program.

Shelby County Mayor Mark Luttrell and Memphis Mayor AC Wharton will deliver opening remarks.

MLGW CEO Jerry Collins is the keynote speaker and will participate in the effort to encourage Memphis area citizens and businesses to invest in clean energy generation by TVA. Presentations will be given by representatives from Memphis Bioworks, FedEx, Tennessee Department of Environment and Conservation, the University of Memphis, Gibson County Utilities, Tennessee Tech University and 49 Green. TREEDC is a statewide grassroots coalition of 65 city and county mayors promoting the economic development and environmental benefits of renewable energy for all communities in Tennessee.

TREEDC was formed by the University of Tennessee President Emeritus Dr. Joe Johnson , four mayors and a small engineering firm out of Knoxville, TN. Councilman Edmund Ford Jr. is an advisory board member and helps coordinate federal and state clean energy initiatives on behalf of the City of Memphis. Other members of TREEDC include Memphis Light Gas & Water, Tennessee Valley Authority, USDA Rural Development and Oak Ridge National Laboratory.

November 15 Application Deadline for Winter Moratorium for Seniors

The deadline is approaching for customers to apply for MLGW's Winter Moratorium for Seniors.

As winter approaches, MLGW wants to ensure uninterrupted service to its senior (60+) and disabled customers. The Winter Moratorium program has been in place for over two decades and prevents cutoffs for registered customers during the months of December, January and February.

Participants are still responsible for paying their utility bills during this time, but in the event that the bill exceeds the customers means, the customer will not be disconnected. If there is a balance left at the end of the February billing cycle, registered customers can qualify for a short term payment plan.

There are no income restrictions for the Winter Moratorium program. However, applicants cannot have an outstanding balance on their utility bill on November 30 when the program begins. The deadline for application is November 15. Simply download the Winter Moratorium application below, fill it out and mail to:

Beginning Monday, November 14th the City will open two (2) locations for residents to drop-off bagged leaves for free!

During leaf season, removal of bagged leaves by the City may be delayed indefinitely due to the enormous volume of bags placed at the curb throughout the city.

Therefore, we respectfully ask residents to take advantage of the above drop-off locations and to help us spread the word about these locations and this free drop-off option.

BAGGED LEAVES COLLECTION
Its bagged leaves season; therefore, please be mindful of the following:

Beginning Monday, November 14th the above free drop-off locations will be available to residents of Memphis only.Lawn, landscape and handymen hired to perform yard work, such as bagging leaves, must remove bags and other debris generated by their services.

Due to the volume of bagged leaves placed at the curb during the months of November through March, removal of all bags citywide within a 5 day work week is not possible with existing resources. Therefore, do not expect collection of leaf bags normal garbage/recycling collection day.

The City does not collect bagged leaves at commercial businesses and private residential developments.

Bagged leaves placed at the curb by contractors or at businesses or private developments will be tagged by City field management and if not removed as directed on the tag the City will remove and the property owner will be billed accordingly.

Since the vast majority of bagged leaves are composted, please do not mix leaf bags with household waste.

Downtown E-cycling Drive, Nov 15th

The Downtown Memphis Commission is sponsoring an e-Recycling Drive next Tuesday, November 15th in honor of America Recycles Day.

Bring your unwanted and/or outdated electronics like PCs, monitors, cell phones, televisions, etc. to the Central Station Pavilion (Front and GE Patterson) from 3 - 6:30pm.

Visit the 5r Processors website for a full list of accepted items. There is a $25 processing fee for any items that contain freon. All hard drives will be cleaned using Department of Defense-approved processes, and a certificate of hard-drive cleaning will be available, if desired, for $10 per drive.

TVA Donates $10,000 to Plus-1

The Tennessee Valley Authority has provided a $10,000 gift to our Plus-1 program to help pay utility bills for local residents impacted by a recent emergency.

Plus-1 is a partnership between MIFA (the Metropolitan Inter-Faith Association) and MLGW that offers one-time assistance in paying utility services for people in a crisis. The program is not a source of on-going assistance.

“We recognize how an unexpected turn of events can put good people in a tough financial situation,” said Laura Campbell, TVA’s general manager of Customer Service in West Tennessee. “Plus-1 is a great way to help these families get back on their feet. It’s a program we strongly support.”

MLGW customers fund Plus-1 through one-time donations or by adding a dollar or more to their utility bills each month. Since its inception in 1982, Plus-1 has provided millions of dollars in assistance to families in crisis in Memphis and Shelby County.

“We thank TVA for this generous gift and also thank our customers and employees for their monthly support,” said Jerry Collins, MLGW president and chief executive officer. “This program is a lifesaver for many local residents, and these contributions are greatly appreciated.”

“We continue to see dramatic increases in requests for utility assistance,” said Sally Jones Heinz, executive director of MIFA. “The need is driven not only by extreme weather conditions but also by high unemployment in our community. TVA’s gift will allow us to offer help to many families.”

Holiday Bill Break & Moratoriums

Holiday Bill Break

Our Annual Moratorium is now call Holiday Bill Break.

In June 2011, the MLGW Board of Commissioners approved a new program called the Holiday Bill Break to take the place of the annual cutoff moratorium. The new program ensures that no residential customers are cut off from December 15 until January 14 for unpaid balances of $399 or less. This new program will allow customers to have extra cash during the holidays while protecting them from getting into serious debt.

With the previous Annual Moratorium, MLGW continued to see customers come out of the moratorium with large balances, which had a negative affect on their ability to pay their bills moving forward.

MLGW's Winter Moratorium for Seniors and Cold-Weather Related Moratorium will remain in affect.

Winter Moratorium for Elderly and Handicapped Customers

The program is designed to defer cutoffs during the months of December, January, and February for customers who are 60 years of age or older and/or handicapped. Utility service must be listed in the name of the elderly and/or handicapped person. If qualification is to be based on age, proof of such is required (example, driver's license). If qualification is to be based on disability, proof of such is required (example medical statement from the physician).

There are no income restrictions for the Winter Moratorium program. However, applicants cannot have an outstanding balance on their utility bill on November 30 when the program begins. The deadline for application is November 15. Applications are available at the Aging Commission, Meritan, MIFA, MLGW Community Offices, or by calling 544-MLGW. Cold Weather-Related Moratorium

MLGW will not disconnect any residential accounts for non-payment whenever the wind chill is predicted to be at or below 32 degree Fahrenheit during a 24-hour period.

Revamped EnergyRight Website

The Tennessee Valley Authority has unveiled a redesigned website for tips and information about how consumers can conserve energy whether at home, at a business or in an industry.

The utility said in a news release Tuesday that the EnergyRight Solutions website has a simpler layout, more information and easier navigation. TVA supplies power to about 9 million people in Tennessee, Alabama, Mississippi, Kentucky, Georgia, North Carolina and Virginia.

Bob Balzar, TVA vice president of energy efficiency and demand response, said the website represents a new direction for energy efficiency at TVA and one of several new steps they are planning to make efficiency more accessible.

Smart Grid Concerns

As millions of smart meters are being deployed across the U.S., rumors and misperceptions are circulating among groups of individuals. In Shelby County, MLGW has deployed 1,000 electric smart meters at the homes of volunteers participating in our Smart Grid Demonstration. When our project concludes in December 2012, we will evaluate the demonstrated operational, customer service and consumer benefits to determine whether to pursue smart meter technology for all customers.

Safety

Smart meters emit small amounts of radio frequency (RF) to transmit their data. At MLGW, smart meters send their data nightly, in a transmission that typically lasts 30 to 120 seconds. To put this RF into perspective, it's important to recognize that RF is abundant in our society from millions of everyday sources, including cellphones, microwave ovens, wireless routers, radio and TV broadcast towers and even baby monitors. Several organizations have conducted and reviewed research on RF associated with smart meters, including the Electric Power Research Institute and the California Council on Science and Technology. As communications devices, smart meters are manufactured to meet Federal Communications Commission (FCC) standards for RF. Even if a smart meter transmitted 24 hours per day and you were standing three feet from the meter, it would still emit far less RF than the average cellphone and less than a microwave oven.

Impact on utility costs

Smart meters are measurement and communication devices, so they alone cannot result in higher or lower utility bills. However, customers who choose to utilize the information provided by a smart meter can reduce electricity use and costs through energy conservation, energy efficiency and load shifting. MLGW volunteers are helping MLGW test web tools, In Home Displays and others resources to better understand when their homes use electricity. For many participants, this awareness is fostering new energy conservation habits to reduce electricity use and MLGW electric costs.

Security and privacy

Electricity consumption data collected by the smart meters is encrypted and transmitted to MLGW using industry-recognized security standards. In addition, it is subject to the same data privacy rules as all customer data.

Remote disconnection and connection

Fifty of the 1,000 smart meters installed among MLGW volunteers include a remote connection feature, which enables MLGW to test the effectiveness of issuing a disconnect and reconnect command from the office in real-time, rather than generating a service order, dispatching an employee and waiting while the employee drives to the property and performs the disconnect and, later, returns to perform the reconnect. This feature greatly expedites customer service, which is a benefit for residents moving in or out, as well as customers who find themselves disconnected for non-payment and often must wait hours before service can be restored.

In Home Energy Display, Cold Snap Style

I am participating in our Smart Grid demonstration project. This means that I have an in-home display unit that shows my electricity usage in real time.

I took this picture at 6am when there were no lights or electronics on, just the (electric) heat. It was about 42 degrees outside, so it was working to make up 24 degrees to achieve the 66 setting on my thermostat. (MLGW's recommended setting for winter is 68 or lower.)

If you look back at my display from June, you can see that it is quite different! Even with our air-conditioner running, we were only using about .34 per hour. Our monthly bills were between $100-$200, which was fantastic. We have nice big trees that afford our house a lot of shade, so keeping it cool is pretty easy.

These same trees make it really hard to keep it warm in the winter. Throw in poor insulation and lots of windows, and well, we usually stay cold all winter long.

Now that we have the in-home display, it will be interesting to see if we can keep our bills down. I was definitely more aware of having extra lights on, running extra de-wrinkle cycles on the dryer, and having a TV playing to no one last night. These electronics use only a small fraction of the total electricity, but every little bit is going to help.

To alleviate the stress of our winter bills, I signed up for our Budget Billing program. This allowed me to pay a little extra over the spring & summer so that I won't feel the pain quite as much when the high bills hit this year.

Home e-Valuation (in My Account)

Home eValuation is a combination of numerous web tools. To start, login to My Account at www.mlgw.com and click the Home Energy Center tab. Answer the Home Profile and My Appliances question sets, then click My Report to view the initial results. (At this point, you will have qualified for the free energy efficiency kit from TVA. MLGW will identify qualified users at the end of each month, then forward names and addresses to TVA, which will mail the kits directly to customers.) If you want to explore more energy saving opportunities for your home, click on the Find Ways to Save link to answer detailed questions on weatherization, heating, cooling, hot water, water use, kitchen, lighting, pool/spa and other categories.

In-Home Energy Evaluation (IHEE)

MLGW and TVA are making it easier than ever to improve your home's energy efficiency while also saving money on your utility bill. With the new In-Home Energy Evaluation Program, you can reduce your energy usage and receive a cash incentive for installing certain home energy improvements.

Each recommended energy improvement you make is eligible for reimbursement of up to 50% of the installed cost, with a maximum rebate of $500 per household. These energy improvements also may qualify for up to $500 in Federal energy tax credits in 2011.

Green Power Switch

The Tennessee Valley Authority (TVA), in partnership with MLGW and other electric utilities, has created Green Power Switch, a green energy pricing program designed to fund new sources of electric generation. By converting the energy in the sun, wind and methane gas, TVA now generates a portion of our electricity from renewable resources. This clean, green energy gets mixed into the overall electric supply, reducing the need for traditional generation.

New Kill-A-Watt Program

For those wondering just how much it costs to run their home appliances, Kill-A-Watt Checkout will help identify electricity-gorging culprits. The Kill-A-Watt devices can be checked-out from area libraries with a valid library card.

Determining consumption using Kill-A-Watt is easy. The electricity usage monitors plug into wall sockets. Plug an appliance into the monitor to assess energy usage. Each Kill-A-Watt is pre-programmed with MLGW rates. Knowing how much electricity it takes to operate an appliance can help residents manage electricity usage—potentially saving hundreds of dollars.

There has been some media attention regarding an issue we are having with our third-party payment vendors. Some of these locations have traditionally accepted payment by check with no extra fee, while others are cash only and require a $2 payment (this fee goes to the third-party vendor and not MLGW).

We are in the process of changing one of our third-party payment vendors (for paying agents) from Check Free/APS to First Tech. Here's what you need to know:

• Check Free/APS is continuing to take payments during the transition, which will take place over the course of the next few weeks.

• Check Free/APS has decided not to take checks during the transition period and is charging an additional $2 fee for cash payments. This is not an MLGW decision.

• The decision of Check Free/APS to stop taking checks and assess a $2 fee is a new one and MLGW was not aware that APS was going to implement these changes.

• First Tech is in the process of meeting with all of MLGW's paying agent in order to make the transition.

• Once the transition is complete, customers should once again be able to pay at paying agent locations with checks.

• Some non-MLGW payment agents are cash only and have never accepted checks. These agents do charge a fee and will continue to do so (in other words, they aren't affected by this transition). The best thing for customers to do is to ask the business what types of payment they accept for MLGW payments.

• In the meantime, MLGW is encouraging its customers who need to pay by check to visit a community office, pay by phone, and online during the transition:

MLGW Expands Call Center Hours for Weekdays, Saturdays

To better meet customer call volume, we have expanded our weekday hours of operation from 7 a.m. to 9 p.m. Service advisors in our Customer Care Center will also be available to take calls from 8 a.m. until 4 p.m. on Saturday, Oct. 8 and Saturday, Oct. 15. The expanded call center hours will be in effect until at least Oct. 21, when we will reassess our hours of operation to determine if expanded hours are still necessary.

Alternative Options for Contacting MLGW

MLGW offers alternative options for customers, as well. Customers can request payment arrangements through MLGW’s automated phone system (901-544-6549) or online by visiting www.mlgw.com/payarrange.

MLGW Releases iPhone App Upgrade

A new upgrade of MLGW’s iPhone application is now available at the iTunes store.

Upgrades include:

• The Outage Map updates every five minutes. In the event a user wants to update the map before the update time a refresh button has been added.

• In this update if the Outage Map is continuously loading, the user is now able to navigate away from the map and continue to explore the application. In the past, you could not navigate away from the screen while it was loading.

• An Alert has also been added to notify users that an Internet connection could not be detected. Some of the functionality on the application requires an active Internet connection.

• Last but not least, a new Alert has been added to the login screen to assist users that are having issues logging into the Account section of the application.

• MLGW is continuing to pursue future enhancements, including streetlight outage reporting, electric outage reporting, bill payment, mapping of payment locations, and Android and Blackberry versions of the app.

MLGW Extends Relaxed Deferred Payment Plan Through October 31

We are extending the relaxed requirements on Deferred Payment Plans to offer customers additional help with their utility bills. The extension will last until October 31, 2011.

The Deferred Payment Plan (DEFB) is designed to allow customers who are experiencing a temporary financial hardship and/or have a past due or large utility bill ($500 or more) to pay the bill in installments. The relaxed requirements include:

• The dollar limit of money owed to qualify for a DEFB was reduced from $500 to $275.

• The minimum initial payment required to get a DEFB was changed to 25% of the outstanding balance owed or $275, whichever is less.
Customers are eligible for Deferred Payment plans based on their past due or large balance; their ability to pay and payment history among other qualifications.

The relaxed requirements are the latest initiative by MLGW to help customers manage bills from one of the hottest summers on record. MLGW is currently processing about 75 DEFB requests a day.

To inquire about a Deferred Payment Plan, customers can visit one of MLGW's five Community Office locations and speak with a counselor. Customers may also call MLGW's Customer Care Center, Monday-Friday (7 a.m.-7 p.m.) at 544-MLGW (6549), select language of choice, and press 2-3-4 to speak with a Service Advisor. Due to increased call volumes, MLGW customers may experience longer-than-usual hold times

Tips for Customers Experiencing Long Hold Times

We’ve had some long hold times for customers calling the CCC recently, mainly due to summer bill inquiries and payment arrangements.

To help with the current high call volume, the CCC will be open on Saturdays for the foreseeable future, from 8 a.m. until 4 p.m. There is no plan currently to open the Community Offices during this time. In addition, MLGW is extending the weekday hours of the CCC to 9 p.m.

When calling, here are some helpful reminders:

1. To reach an MLGW Customer Service representative: For billing, payment & reconnect issues, call 544-6549.

• To start, stop or transfer service, call 820-7878.
• For trouble calls and pilot safety inspections, call 820-7878.

2. Customer's experience (wait and proper routing) is greatly enhanced when the customer makes a selection in the IVR that closely matches his or her need. Entering invalid numbers or characters to force a transfer or non-selection of language to force a timeout transfer puts customers in unknown queues that take longer to answer.

3. Consider using our self-service channels: payment arrangements/account inquiries via IVR, www.mlgw.com and web mail for items that do not require an immediate answer. Payment extensions can also be requested online and via MLGW’s iPhone app. Always have your MLGW Account number available to access our self-service channels. Customers are asked to please contact via one channel at the same time: either voice, web chat, web forms, IVR or e-mail. Contacting us at multiple channels simultaneously is diverting valuable human resources to address multiple contacts for the same issue or request.

4. MLGW Emergency lines (dedicated or IVR) should only be used for 911 types of emergencies invovling utilities, such as gas leak, an odor of gas, downed or sparking electrical lines, burst inside or outside water lines or unsafe MLGW street barricades. MLGW cannot assist customers who are requesting reconnection of services, payments arrangements, or bill complaints through the emergency hotline. Using the emergency line for non-emergency inquiries could potentially hamper the ability of MLGW representatives to respond to life-threatening situations of other customers.

5. IVR (Automated Phone System) Design Points.

MLGW's Interactive Voice Response (IVR) Unit is designed around the following two factors:

1. Order of important calls (emergency, outage and trouble calls and then billing & payment issues)
2. Highest call volume (reconnects, payment arrangements, billing inquiries. etc.).

I've been getting some inquiries about this section of our monthly bills:

What are late fee allowances?

This number, which ranges from 0 to 6, is similar to our old "K" program. The number represents the number of times a customer has consecutively paid the bill in full by the net due date. When a customers pays on time six times in a row, the late fee allowance will equal 6. Then the customer is able to pay the bill late without getting charged a late fee.

Park(ing) Day

If you downtowners didn't make it over to Peabody Place on your lunchbreak, swing by before you leave the office. It's our first ever Park(ing) Day, which means that seventeen groups have transformed parking spots into parks. The idea being that if more people used public transportation or human-powered transportation, we wouldn't need so many parking spaces. The groups were asked to re-imagine the parking spaces as parks, art space, or whatever.

The mission of PARK(ing) Day is to call attention to the need for more urban open space, to generate critical debate around how public space is created and allocated, and to improve the quality of urban human habitat during the event.

There wasn't a competition for the best spot, but my vote definitely goes to brg3s for their Teeter Tire. That's the Downtown Memphis Commission's president Paul Morris giving it a try.

I also liked the benches with bicycle parking. Here you can see the impact of cars vs. bicycles on the atmosphere.

And an honorable mention goes to Crosstown Arts for giving away free food and iced coffee in their booth.

It's a really fun event that is worth a look. I'm excited to see this event grow. We'll have to get to work on a MLGW concept for next year!

MLGW Offers Relaxed Deferred Payment Plan Through September 30

The Deferred Payment Plan (DEFB) is designed to allow customers who are experiencing a temporary financial hardship and/or have a past due or large utility bill ($500 or more) to pay the bill in installments. The relaxed requirements include:

• The dollar limit of money owed to qualify for a DEFB was reduced from $500 to $275.

• The minimum initial payment required to get a DEFB was changed to 25% of the total balance owed or $275, whichever is less.

Customers are eligible for Deferred Payment plans based on their past due or large balance; their ability to pay and payment history among other qualifications.

The relaxed requirements are the latest initiative by MLGW to help customers manage bills from one of the hottest summers on record.

From July 15 through Sept. 2, 1,562 customers signed up for MLGW’s Special Reconnection Program, which has ended. During that same period, 3,162 Deferred Payment Plans, totaling $2.68 million, were created. MLGW created approximately 40 Deferred Payment Plans a day compared to 20 a day on a normal basis. Since Sept. 2, approximately 100 Deferred Payment Plans a day are being created.

To inquire about a Deferred Payment Plan, customers can visit one of MLGW’s five Community Office locations and speak with a counselor. Customers may also call MLGW's Customer Care Center, Monday-Friday (7 a.m.-7 p.m.) at 544-MLGW (6549), select language of choice, and press 2-3-4 to speak with a Service Advisor.

Energy Myths

Some of our energy experts answer some common questions...

If I turn my heat or air off or down while I'm gone, does it use more energy to heat it up or cool it down when I get home than it would if I left it running the whole day?

If you are going to be away for more than four hours, it is beneficial to turn your HVAC system off or set the thermostat back. If the system is working properly, it will not work any harder re-cooling the home. We recommend 78 degrees in the summertime and 68 degrees in the wintertime when the home is occupied.

Does a computer use energy when it is in the sleep mode?

There are 4 basic types of computer power management, or "sleep" features on Windows PCs:

"System standby"
Drops monitor and computer power use down to 1-3 watts each
Wakes up in seconds
Saves $25-75 per PC annually

"System hibernates"
Drops monitor and computer power use down to 1-3 watts each
Wakes up in 20+ seconds
Saves work in the event of power loss

Do appliances use energy when they are plugged in?

The U.S. Department of Energy tells us that not only do appliances continue to draw electricity while the products are turned off, but in the average home nearly 75% of all electricity used to power electronics is consumed by products that are switched off.

VCRs, televisions, stereos, computers, and kitchen appliances all use energy while not in use. You may have noticed how a cell phone recharger can be warm even when not attached to a phone. The best way to prevent unnecessary energy expenditures is to do a clean sweep of your home. Here at the office, weve gotten into the routine of unplugging our water cooler at night. The process is a bit of a hassle at first, but hassle quickly turns into painless habit.

Tips for saving:

Use power strips to turn off TVs and stereos. Youll save the energy equivalent of a 100-watt light bulb that is always on.

Unplug chargers (think cell phones and iPods) when not in use. Only 5% of the power drawn by a cell phone charger is used to charge the phone. The other 95% is wasted when it is left plugged into the wall.

Which uses more energy, a microwave or conventional oven? How much more or less?

Microwave ovens use much less energy than conventional ovens, so they can save you some pocket change. Lets assume you are paying 8 cents a kilowatt-hour for your electricity. If you run a medium-size (1,000-watt) microwave at high power for 15 minutes, you'd spend 2 cents. A typical electric oven run at 350 degrees for one hour would cost you 18 cents. Do that every day, and you save yourself $60 a year with the microwave. More significantly, by keeping the kitchen cool in summer, a microwave may reduce your air conditioning costs.

How much energy does an electric car use and how much does it cost, generally, to run them?

In layman's terms, an electric car is like running an electric clothes dyer. Typically it will cost about a dollar a day or more specifically about $.02 (cents) per mile in equivalent fuel cost compared to $.20 (cents) per mile for a gas vehicle getting 20 mpg and fuel costing $4.00 per gallon. Additional benefit is that we have very few cost and generally minimal adjustments for electricity, so you can be assured that you wont have to deal with wild, weekly fluctuations in your fuel cost for the vehicle.

Ones really add up

One seems like a pretty small number. But we all know that ones add up. When the temperature soars during a sweltering Memphis summer, doesn’t 101° seem much hotter than 100°? And what about 102°, 103°, 104°?

Many of our neighbors have no defense against these rising temperatures—in fact, the number of people seeking assistance at MIFA has risen 32% since last month, and their total debt is up 9% per person.

But Plus-1 is here to help.

Plus-1 is a partnership between MIFA and Memphis Light, Gas & Water that provides utility assistance to eligible individuals and families in financial crisis. MIFA screens clients for eligibility and authorizes partial payments from the Plus-1 fund to their accounts. Clients are then referred to MLGW to arrange payment plans for their remaining balances.

Plus-1 depends entirely on contributions from the community. Many people give just $ 1 per month, and those ones add up.

So if it seems that $ 1 doesn’t amount to much, just think of all the clients whose lives have been changed by Plus-1. Can’t you give one too?

This fall, a group of 1,000 Memphis Light, Gas and Water Division customers move deeper into a three-year, futuristic-sounding "Smart Grid" test project that began this past January.

The lights of Downtown Memphis as seen from the corner of Monroe Avenue and Front Street. The city's utility company, Memphis Light, Gas and Water Division, is working to make the transfer of electricity throughout town more efficient through its smart grid project.

They volunteered last year to get new automated meters for their homes, and half of them got a wireless digital counter top readout for inside their homes that allows them to watch their electricity usage. With a computer dashboard readout they can also follow trends for energy usage over time, and the device even suggests scenarios for cutting costs.

Smart grid technology, which optimizes the delivery of electricity to end-users, doesn't involve installing new wires, transformers or substations that someone can point to and say, "That is the smart grid."

It tends to be software and, at least for now, is built around the belief that the more utility customers know about their energy usage, the more they will tweak it, control it and ultimately use it in a more efficient way.

But starting Oct. 1, those in the test group can opt to pay "time of use" rates for electricity rather than a general rate based on usage that is a constant base rate no matter the time of day.

"It will allow customers to pay the lower cost of electricity used during the lower cost, lower demand period," said MLGW spokeswoman Becky Williamson. "They'll pay a higher cost for electricity used during the higher cost, higher demand period when it costs more for TVA (Tennessee Valley Authority) to generate that electricity or (TVA) has to buy it on the market for higher prices."

With 430,000 electric customers, MLGW is TVA's largest customer, accounting for 11 percent of TVA's total load, according to the MLGW website.

The base rate for summer months is 6 cents per kilowatt hour plus a fuel cost adjuster calculated each month based on what it cost TVA to either generate or buy the electricity used is added to that.

But the time of use summer rate for electricity ranges from 4 cents in off-peak hours to 13 cents during peak hours.

"It is going from the assumption that the cost for the electricity I use is the same 24 hours a day, 365 days a year, to the electricity I use at 6 p.m. on a Wednesday in August is more expensive that what I use at 2 p.m. on a Sunday in December," Williamson said.

MLGW had even bigger plans for a smart grid transition when federal stimulus money was still plentiful. The utility got $5 million from the U.S. Department of Energy for its phase one proposal and had plans for a larger scale deployment in phase two. That was canceled when federal officials awarded all of the money they had for the phase one applications across the country. MLGW adjusted with a smaller scale test project.

And the utility didn't get as many volunteers as they had thought - slightly less than 2,000 for 1,000 slots.

"It represents every ZIP code in Shelby County," Williamson said. "We had volunteers from all across the county. It covers all the demographics. It skews a little bit higher income, higher education. We have homeowners. We have renters. We have people with master's degrees and people who didn't finish elementary school. We have the gamut."

Other cities have made trial steps with smart grid technology in specific areas instead of a scattered use of the technology.

Austin Energy in Austin, Texas, is involved, along with the University of Texas at Austin and several technology companies, in a grant-driven demonstration area called the Pecan Street Project.

"They have home area networks. They would have solar panels and they might have plug-in electric cars," said Austin Energy spokesman Carlos Cordova. "All of these things are being experimented with and tested in this neighborhood. It all relates to the smart grid. They want to test how can your car talk to your house and your house talk to your appliances and all of this talks to the grid."

Austin has been experimenting with smart grid technology since 2003. Almost all of Austin Energy's 400,000 customers have smart meters but Cordova describes the pace of the utility's work as slow.

"We're working on several different fronts and taking it slowly where there is still work and research that needs to be done," he said. "Much of this equipment is expensive. That has to be put into budgets. A lot of this is developing slowly and we are testing it as we go along."

In a lot of ways, the smart grid technology is about changing decades of reality when it comes to the public's use of utilities and what the public expects in those transactions.

There is the monthly bill that even with the knowledge that the hottest and coldest months will involve more energy usage can come as an economic wallop to even the most conscientious consumer.

Starting in February, those with smart meters got more information when they logged onto their account information on the MLGW dashboard. Their usage is broken down to every 15 minutes of the billing period and has graphs for every day of the period as well as projections about what the bill will be like based on current usage levels.

"I was totally amazed," said MLGW president Jerry Collins of his own household usage levels, which spiked between 5:30 and 6:30 on weekday mornings. "It was the hot water heater running because we're taking showers. Now, we're taking shorter showers."

Collins' decision is what utility executives experimenting with the smart grid technology see as the ultimate goal.

"That's the short- and long-term goal," said Cordova, "to raise everyone's awareness about how much electricity they use, when they use it, how they want to use it. Those are the ultimate goals of all of the smart grid projects."

And Williamson said in that direct pocketbook application is a direct path to broader goals.

"When the community uses more power, it costs more to generate that power. Everybody's costs go up," she said. "If TVA has to generate less power overall or buy less power overall then everyone's rates are held down because that fuel cost adjustment portion of the rate would be lower."

Outside the general definition of the project are other efforts lumped in with smart grid efforts. Those include MLGW's involvement in installing electric vehicle charging stations as well as small amounts of solar energy sold back to TVA and MLGW by Sharp Manufacturing Co., which makes solar panels, and a handful of private homes with solar panels.

Cordova said the smart grid technology through meters that is the most specific definition of the concept was unimaginable 10 years ago for even the limited use that is emerging now.

Austin Energy is automating all of its 70,000 street lights with smart grid computer technology that is aimed at replacing the old photo cells that turned lights on and off at the preset hours for dusk and dawn.

"We can time them to where some are coming on late and some are turning off later than they should," Cordova said of the project he estimates will pay for itself in just a few years. "We can cut off a minute here, a minute there - before dawn or before dusk - and you can save electricity that way without making a big difference in the lighting quality."

There are also some other possibilities that are aimed at long-standing practices and technological limitations utilities have.

Despite all of the technological advances, MLGW, Austin Energy and other utilities still rely on customers to call and tell them specifically where power is out. The smart meters include in them software that could notify the utility when there is an outage.

A group of 40 automated switches are to be installed by MLGW to automatically redirect power to areas with an outage. Those areas that have the longest average restoration times are being targeted by MLGW for the switches.

"You don't have to call on us," Collins said. "We will dispatch a crew within a few minutes. If you are at work, you will never know your power was out unless you see the clock blinking."

Austin Energy's use of similar technology attached to power lines has been in one part of the city and limited to six circuits out of 400. But Cordova notes that for a business running a fleet of trucks using $3.50-$4 a gallon gasoline, the savings are obvious.

"We don't roll a truck all the way to your house to find out if you have an outage. . Right now, our call center calls our customers back and asks if their power is back on," he said. "Once utilities start doing this, their efficiency is just going to improve so much and their costs are going to go down as well. Utilities haven't been able to do it until they installed these smart meters."

The smart meters have been talked about theoretically for years. And they have been one of the perennial points of contention in MLGW's relationship with some members of the Memphis City Council.

Council member Joe Brown has grilled Collins and his predecessors about the use of the technology, even in its infancy. Brown is adamantly opposed to the meters because using them will eventually lead to putting meter readers out of work.

Meter readers still read smart meters, even though they send the data automatically to the utility. But the utility says since meter readers will be reading the other kinds of meters in the same areas, they will continue to read the smart meters manually as well.

TVPPA appoints President and CEO, Jerry Collins Jr.

MLGW President and CEO Jerry R. Collins Jr. was recently appointed to the Board of Directors of the Tennessee Valley Public Power Association (TVPPA).

The Tennessee Valley Public Power Association, Inc. (TVPPA) is the nonprofit, regional service organization that represents the interests of consumer-owned electric utilities operating within the Tennessee Valley Authority (TVA) service area. TVPPA members include both municipal and electric cooperatives, and they serve more than nine million customers in Alabama, Georgia, Tennessee, Mississippi, Kentucky, North Carolina and Virginia. MLGW is a member utility.

“TVPPA is the voice of the distributors that are served by TVA and it’s important that MLGW plays an important role in making sure our voice is heard along with the 158 other distributors in the valley,” said Collins. “Memphis represents 10 percent of the power generated by TVA. It’s important that we take a leadership role in helping TVA set policies and rates that are in the best interests of our customers.”

Collins, a native Memphian, received a Bachelor of Science in civil engineering in 1975 and a Master of Science in civil engineering in 1976 from the University of Memphis’s Herff College of Engineering. He has served as president and CEO of Memphis Light, Gas and Water Division since 2007. He is the 10th person to lead the utility.

Prior to MLGW, Collins, a registered Professional Engineer, led the City of Memphis Public Works Division. He has received numerous awards for operational excellence and efficiency in the field of wastewater management, and under his leadership the City of Memphis went 22 years without a sewer rate increase.

Identification rules loosened

The MLGW Board voted yesterday to revise MLGW’s ID requirements for customers to establish service. The changes came after Memphis Mayor A C Wharton requested that MLGW review its identification requirements for establishing service. The new language:

1) Provides additional forms of acceptable forms of ID.
2) Outlines a process for customers who are unable to present photo ID to obtain conditional service.
3) Outlines an escalation process for customers who present a form of ID that is not on the acceptable list to get their presented ID approved.
4) Provides a mechanism for an employee of a governmental agency to submit an Affidavit of Identification in a form to be provided by MLGW.
5) Provides information that directs customers to other agencies to assist them in obtaining proper ID.

Offices Back to Normal Hours

The Customer Care Center and all Community Offices are resuming normal hours of operation on Monday, Aug. 22. MLGW had expanded hours last week in order to accommodate customers coming out of the long stretch of hot weather during which MLGW’s heat-related moratorium was in effect nearly every day. Community offices will be open 8:30 a.m. until 5 p.m., Monday-Friday, with the exception of the Millington office, which is open from 8 a.m. until 4:30 p.m. The Customer Care Center is open 7 a.m. to 7 p.m., Monday through Friday.

State Energy Efficient Appliance Rebate Program

The State of TN received $5,963,000 under the American Reinvestment and Recovery Act for the State Energy Efficient Appliance Rebate Program (SEEARP or TEEARP). The State's program provides rebates for four types of Energy Star® appliances:

(1) Air source heat pumps - $250 rebate
(2) Central air conditioners - $250 rebate
(3) Room air conditioners - $40 rebate
(4) Gas furnaces - $150 rebate

The State has contracted with Conservation Services Group to process the rebate applications and issue the rebates to Tennessee residents.

Special notes:

- Purchases made on or after April 22, 2010 are eligible for the rebates.
- Rebates are available on a first-come, first-served basis.
- Only one rebate per household will be accepted.
- Appliance rebates will be available to Tennessee citizens only.
- Rebates will be distributed as a prepaid Citibank® MasterCard® and will take approximately 6-8 weeks to receive.

Our Commercial and Lighting Services is currently assisting the Memphis Zoo in prioritizing their facilities for efficiency improvement opportunities. The department will soon use TVA's Energy Right Solutions for business programs to provide the zoo with technical advice and financial assistance that will help them reach their goal of "going green."

What to do with stuff that doesn't go in recycling bin

Stumped on what to do with stuff you can't toss in the recycling bin? Here are my top 5 solutions to your recycling problems.

Lightbulbs: CFLs -- or compact fluorescent light bulbs -- should never be thrown away because they contain a small amount of mercury.

There are several big companies that have convenient drop-off sites and will recycle them responsibly. Lowe's, Home Depot and Ikea stores have in-store recycling bins for unbroken CFLs, and many full service-recycling centers also accept them.

Plastic bags: The last thing you should do with plastic bags and baggies is throw them away. They take thousands of years -- if not more -- to break down in a landfill. Instead, reuse them first. Even the smallest plastic baggies can be rinsed out and used again.

You can return most plastic shopping bags for recycling at almost all grocery stores. And those stores (along with Wal-Mart and Target) also accept newspaper bags, plastic wraps and plastic sandwich bags labeled with a 4 plastic resin code. Just check with your local store for details.

Batteries: They should never be thrown away because they contain heavy metals that can contaminate land and water. Instead, recycle those prized materials responsibly.

Only a handful of curbside recycling programs accept batteries, but there are many retailers and full-service recycling centers that will take your old batteries.

Earth911.org and the Rechargeable Battery Recycling Corp. both provide online directories to help you find battery recyclers near where you live.

Tattered clothing: Most of us have given away boxes of good clothing to Goodwill or other charitable organizations. But what about old clothing or things like rags, bedding or towels that are too worn out to be reused?

Well, Goodwill wants them, too, so long as the material is not wet or contaminated with chemicals. These items are sorted and sold for recycling or other uses, such as sofa stuffing.

Ink and toner cartridges: Every year, hundreds of millions of ink and toner cartridges are used in this country. And 70 percent of those end up in our landfills. Printer cartridges are easily refilled and recycled.

You can also get paid to turn in your old cartridges. You can earn anywhere from a few cents to $20 or more per cartridge.

There are a number of online sources that will supply a prepaid shipping label to mail accepted cartridges in exchange for cash. Or you can turn in your used cartridges for recycling at Office Max, Staples and Office Depot and earn a few dollars of store credit.

Gas Credits

Have you received your credit yet?

Most of our natural gas customers will notice credits on their August bills. The adjustment is the result of a billing error that was discovered and reported by MLGW staff earlier this summer.

An itemized statement is being included with the bills to show customers how their credit was calculated. The average credit will be about $38 per residential customer and will be reflected in customers' gas charges. This is only an average. Some will receive more and some will receive less. The credit also includes interest. The actual amount of these credits is based on each customer's actual gas usage between late December 2007 and June 1, 2011. The $38 average credit is based on a customer who had usage over the entire Dec. 2007 - June 2011 period.

"We regret that this error occurred," said Jerry Collins Jr., MLGW President and CEO. "However, we are making it right in the form of this credit to our customers and hope that it will provide some relief for their August utility costs."

The PGA is a cost-recovery mechanism. Monthly gas bills reflect the cost of the natural gas MLGW purchases, as well as the cost of gas storage, transportation and delivery.

These costs fluctuate due to the deregulated, competitive natural gas marketplace. Like virtually all natural gas utilities, MLGW uses a PGA to pass along these increases and decreases in gas costs to its customers.

With lower temperatures this week, MLGW will return to normal business operations as it relates to cut-offs today. The forecasted lower temperatures mean that MLGW's heat-related moratorium, which suspends cutoffs when the heat index is forecast to be 100 or more (or 95 degrees for senior, physically challenged, and customers certified as dependent on life-sustaining equipment), will likely not be in effect. To assist customers coming out of this heat wave, MLGW will expand its hours of operation at its community offices. Most MLGW community offices will be open Monday-Friday, from 8:30 a.m. to 6 p.m., with the exception of the Millington office, which will open 8 a.m. to 5 p.m. MLGW's Customer Care Center will operate from 7 a.m. to 9 p.m

The heat related moratorium is determined on a daily basis, but is unlikely to be in effect in the near future due to lower forecasted temps:

It is the policy of MLGW to not disconnect any residential accounts for non-payment whenever the following conditions exist:

(a) The forecast wind chill factor will be 32 degrees Fahrenheit or below (freezing) for a period of 24 hours or more.

(b) The forecast heat index will be 100 degrees Fahrenheit or above at any time during a 24-hour period.

(c) The forecast heat index will be 95 degrees Fahrenheit or above at any time in a 24-hour period for customers 60 years of ago or older, physically challenged, or customers certified as life-support dependent.

MLGW Launches Web Chat Feature

We've launched a Web Chat feature for residential customers on our homepage.

MLGW Web Chat has been in the pilot stage since January 2011 and more than 100,000 My Account customers have had access via a link in their electronic bills. Today’s launch opens MLGW Web Chat for all residential customers from 9 a.m.to 5 p.m. Monday through Friday.

For customers who find it more convenient to type than talk, MLGW Web Chat provides a full range of service options, including payment arrangements.

However, outage reporting should still be reported at 544-6500 and emergency calls for situations such as gas leaks and downed power lines should still be reported at 528-4465.

MLGW Web Chat is our latest customer service offering for residential customers. Customers can also interact with MLGW on Twitter and Facebook. In addition, MLGW's online MyAccount feature provides detailed information about utility usage. As always, customers can send questions and feedback to mlgwcustomercare@mlgw.org.

MLGW Web Chat will be available in Spanish in the near future. An MLGW Web Chat for commercial customers will be offered at a later date.

Anything you can plug in that still sucks energy when it’s supposedly turned off is called a Vampire appliance. Some are pretty obvious. The clocks on microwaves and VCR/DVD players burn all day, everyday. We know they’re not “off” because we can see their LED lights glow. Even electronics like televisions and cell phone chargers draw power when they’re plugged in but not in use.

Some vampires are more powerful than others. Did you know that your cable box might be using more electricity than your refrigerator?

CSA Won't Assist On Utility Bills Until October

• Because of changes there is no utility assistance money available through county programs at this time.

• Shelby Co. officials urge people to still apply if they need help

At 12:05pm the bank clock thermometer read 97 degrees.

It felt every single bit of it. It has been a steamy summer in Memphis, and if it weren't for air conditioning, you'd wonder if anybody could survive all of this heat.

Kathy Barnes and her family are doing their best, but sometimes their best isn't good enough. "I applied to CSA for help to pay my utilities," Barnes said. "They told me they had no money, and wouldn't have any until October first. I don't need help October first. I need it now."

It's true, Tennessee's Community Services Agency is normally the place where all city and county groups get money to help folks pay for utilities. Now, in the hottest summer we've had in years, there's no money. "They changed their payment cycle," says Dottie Jones, head of Community Services for Shelby County. "We have had to change our cycle with them."

In previous years, Tennessee's CSA worked on a year that began on July first and ended the last day of June. This year, their official year begins on October first, and ends on the last day of September. It's creating a lot of troubles, Jones says. "People who are used to receiving utility assistance in the summer months, when their bills are so high, now have to wait until October before they're eligible."

Head into Southwest Memphis on Peebles Street, and stop off at the Trinity Coalition Outreach Ministry Center. This is where Pastor James Jones works. The offices are busy from the moment the doors open, with people needing food, or trying to find a place to live, or hoping to receive help for the payment of bills. "We have seen a huge increase," Pastor Jones says. "The economy isn't getting any better."

Jones says he's frustrated over the lack of money available for utility assistance. "We're doing the work, and trying to do the job. We don't have the money to do it. I mean, after while, you go into your own pocket. How far can that go?"

Back to Kathy Barnes, she has another MLGW bill that needs to be paid. It's going to cost her almost two hundred seventy dollars. "I can't pay it now" Barnes said. "I'm not going to be able to get any help from the state either, so they'll end up shutting the electricity off again."

For the second consecutive year, we will offer a hot weather-related reconnection program for residential customers who are currently without electric, gas and/or water services due to non-payment or failure to complete MLGW's required identification procedures.

These residential customers—no matter how much they owe—can pay $275 to re-establish service but are required to enter into a deferred payment plan (not to exceed five months) for their remaining outstanding balances.

MLGW’s reconnection program starts Friday, July 15, and will be available throughout the current heat wave. The program only applies to residential customers who have lost one or more services due to non-payment or failure to complete MLGW’s required identification process. Customers also have to have been disconnected within the past six months to be eligible for the program.

“This can be a dangerous time for customers living without utilities,” said Mayor Wharton. “This initiative is further proof of the commitment of the City of Memphis and MLGW to the welfare of our community.”

To participate, eligible residential customers must pay $275 at one of MLGW’s five community centers: 245 South Main Street, 2935 Lamar Avenue, 1111 East Shelby Drive, 2424 Summer Avenue or, in Millington, 5131 Navy Road. To help accommodate these customers, MLGW’s community offices are open Monday through Thursday, from 8:30 a.m. - 5 p.m., and on Friday from 8:30 a.m. - 6 p.m. (with the exception of the Millington community office, which is open from 8:00 a.m. - 4:30 p.m., Monday-Friday). In addition, MLGW will open all of its community offices on Saturdays from 8:30 a.m. - 5 p.m. until the program ends.

“MLGW recognizes the current high temperatures are a challenge for the residents of Shelby County,” said MLGW President and CEO Jerry R. Collins Jr. “Just as we did last year, we are providing temporary help for our residents so they can obtain relief from the heat wave.”

Save Money by Saving Energy

The U.S. Department of Energy (DOE) and the Ad Council recently launched a national consumer education campaign to help consumers save money on utility bills. The public service advertisements (PSAs), aim to help consumers save money on their energy bills by doing things such as sealing leaks in their homes and using energy efficient products.

"Americans spend about $2,000 per household on energy every year—but many of them could save a few hundred of that without changing their lifestyle," said Energy Secretary Steven Chu. "Many American families can take simple steps to reduce their energy bill, while making their homes more comfortable, and use that money for something they really need or want."

The PSAs direct homeowners to Energy Savers, where they can find tools and information to help them make their homes more efficient. Energy-saving tips on the website include:

Saving more than $100 a year on heating and cooling bills by using a programmable thermostat to make sure you are only conditioning your home when you need to be;
Upgrading 15 of the traditional light bulbs in your home, which could save you about $50 per year; and
Using Energy Star qualified appliances to save even more.

Idea Night at the Redbirds

Last night was "Idea Night" at AutoZone Park. Fans were asked to give their feedback for next year's season. Ushers handed out paper and pencil during the game for fans to have a chance to share their ideas. Upon exit, compact fluorescent light bulbs from MLGW were handed out as a thank you.

This promotional idea was mentioned as one of the best this year in the minor leagues on ESPN.com!

As a reminder:

--CFLs use about 75 percent less energy than standard bulbs.

--CFLs also last about 10 times longer.

--A single CFL can save more than $40 over its lifetime, compared to a standard bulb.

--Switching to CFLs is a good example of how customers can make small steps that add up to make a significant difference.

--There are disposal techniques that are necessary for CFLs that customers need to keep in mind. CFLs can be disposed of at the Shelby County Hazardous Waste facility, and also at local hardware stores such as Home Depot. Customers can go to www.recyclebulb.com to find local disposal outlets.

Recent Local Scam Involves Utility Assistance

MIFA officials recently learned of a scam involving a woman claiming to be a MIFA employee. Recently, she falsely told an MLGW customer in the Raleigh area that she was eligible for utility assistance.

The perpetrator deceptively informed the customer that for a $100 cash fee the resident’s total MLGW bill of nearly $500 would be paid in full though a utility assistance plan.

It is important customers understand that while MIFA does operate a public utility assistance program using MLGW Plus-1 contributed funds, MIFA does not have staff in neighborhoods offering such assistance. Individuals seeking assistance with utility payments must apply in-person at MIFA’s midtown headquarters at 910 Vance Avenue. Once applicants meet eligibility requirements, payments are made directly to MLGW and there are no applicant fees.

“It’s unfortunate that we must issue such an alert, especially when it involves individuals in need,” said Sally Jones Heinz, MIFA Executive Director. “It is regrettable that someone is using MIFA’s reputation for helping others in such an unlawful manner.”

“This type of scheme takes advantage of those who need help the most," said Jerry Collins, MLGW President and CEO. "MLGW is committed to protecting these customers. One way we can do this is by finding those responsible for this scam and prosecute them to the fullest extent of the law."

* While patrolling, officers are checking on the elderly in their wards to ensure they are drinking plenty of fluids to remain hydrated and that their homes are properly ventilated. These checks are being extended to the homeless or others living in conditions that may render them susceptible to the extreme temperatures.

* Company personnel are checking on civilians that live in their assigned territories and have been identified as vulnerable to these high heat conditions.

CODE ENFORCEMENT - Field Inspectors for Code Enforcement are checking on those that they know are elderly as they monitor their areas and conduct operations.

MLGW Honored With National Award for Reliable Electric Operations

For the third time in six years, Memphis Light, Gas and Water has earned the American Public Power Association's (APPA) Reliable Public Power Provider (RP₃^®) recognition for providing consumers with the highest degree of reliable and safe electric service. A utility can qualify for the award once every two years.

This year, 82 of the nation’s more than 2,000 public power utilities earned recognition. The RP₃recognizes public power utilities that demonstrate proficiency in four key disciplines: reliability, safety, training and system improvement. Criteria within each category are based on sound business practices and represent a utility-wide commitment to safe and reliable delivery of electricity.

"The RP₃award is independent confirmation that we at MLGW are working to improve our customers’ quality of service," stated Jerry Collins Jr., President and CEO. "I am proud of our employees’ commitment to providing safe, reliable, and cost effective electric services to our customers. This award is a testament to this commitment."

Paul Allen, vice president, engineering at Nashville Electric Service and chair of APPA’s RP₃ Review Panel, presented the designees with their awards on March 21, during the association’s annual Engineering & Operations Technical Conference, held in Nashville.

“These RP3 designated utilities should be proud,” said Allen, “They stand out as utilities that are continuing to strive for excellence for their customers and their communities.”

Memphis Gets CHARGED UP!

The Peabody Hotel’s charging station is the first publicly available charging station installed in the Memphis area through The EV Project.

Today, Mayor A C Wharton, Jr., Memphis Light Gas & Water, and ECOtality, a leader in clean transportation and storage technologies, will provide an update on the status of The EV Project in Memphis at 1:00 p.m. at the Peabody Hotel, 149 Union Avenue.

The Peabody Hotel recently completed the installation of their Blink Level 2 charging station for electric vehicles (EVs.) The charging is open to the public and can accommodate the all-electric Nissan LEAF.

“We are very excited to be included in this progressive initiative,” stated Mayor Wharton when Memphis formally joined the EV Project. “The Memphis area is so integral to the commerce and transportation needs of the entire country, which means we have an environmental, economic, and moral imperative to be a civic leader in advancing the deployment of electric vehicles throughout our community.”

The EV Project is the largest deployment of electric vehicles and charge infrastructure in history.

As project manager of The EV Project, San Francisco-based ECOtality is overseeing the deployment of approximately 14,000 charging stations in 18 major metropolitan areas in six states and the District of Columbia. The project is funded by the U. S. Department of Energy through a federal stimulus grant made possible by the American Recovery and Reinvestment Act.

“With each charging station installation, we move one step closer to establishing the rich public charging infrastructure that will drive EV adoption in Tennessee and across the United States,” said Jonathan Read, CEO of ECOtality. “The Peabody Hotel is an ideal location for our Blink charging stations, and we are excited to continue our work with the city of Memphis to electrify the city’s streets.”

Nissan LEAF drivers who qualify to participate in The EV Project will receive a residential charger at no cost. In addition, most, if not all of the installation cost, will be paid for by The EV Project. The EV Project will collect and analyze data to characterize vehicle use in diverse topographic and climatic conditions, evaluate the effectiveness of charge infrastructure, and conduct trials of various revenue systems for commercial and public charge infrastructures. In February 2011, Memphis became the fourth major metropolitan area in Tennessee to join the EV Project.

"History will record that the birth of electric vehicles in Memphis and Shelby County took place in the year 2011. Take notice. The world of energy is changing and we are keeping pace with that change," said Jerry R. Collins, Jr., MLGW president and CEO.

The Peabody Hotel’s charging station is the first publicly available charging station installed in the Memphis area through The EV Project. ECOtality is working with its partners to determine the best sites for charging station installations, and is taking into account traffic patterns and the locations of employment centers, regional attractions, and retail hubs.

Utility professionals across the nation ranked Memphis Light, Gas and Water as one of the top social media leaders in the industry, according to a survey conducted by E Source, an independent research, advisory, and information service for utility related businesses.

According to the utilities that participated in the 2011 E Source Utility Social Media Survey, MLGW ranked second among public utilities, trailing only Salt River Project in Phoenix.

MLGW, Neighborhood Christian Center Again Teaming to Donate Air-Conditioners

With temperatures hovering in the triple digit range, Memphis Light, Gas and Water and the Neighborhood Christian Center are continuing to offer window unit air conditioners to qualifying seniors and disabled residents through MLGW's "Play It Cool" program.

Applications and screenings for the window units will be accepted at Neighborhood Christian Center at 785 Jackson Avenue, Thursday, June 23, from 10 a.m. to 2 p.m. To qualify, applicants must be a resident of Shelby County, a low-income senior 60 years of age or older, and without operable air conditioning. Once an individual is screened and pre-qualifies, a pre-qualification voucher will be issued to verify that the applicant has met the guidelines up to the field inspection. Field inspections are conducted by MLGW to verify presence of operable air conditioning.

Since "Play It Cool" began, more than 100 applicants have been screened and approved for units.

To apply applicants will need the following credentials on hand:

*Tennessee State ID or Drivers License to verify age and address.

*The most recent pay stub or Social Security income statement to verify income.

*If you have a physical disability but do not meet the age requirement you must bring the proper certification.

Air conditioners will not be installed at addresses with operating units, or on units with bars or storm windows. Installation of the window units will be performed by MLGW employees.

Applicants for the "Play It Cool" program may also contact the Neighborhood Christian Center's hotline number at (901) 881-6013 for a pre-recorded message detailing the necessary qualifications and credentials for eligibility.

Summer is Here! Energy-Saving Tips...

Living comfortably during a Memphis summer can be challenging, but it does not have to be costly. What are some of the easiest ways to stay cool and save?

Have a professional, reputable contractor clean and inspect your air conditioner. This should be done every year, whether you have window or central units.

Check your air conditioner's filter every time you receive your utility bill. Look for a dust build-up that can restrict the airflow and place stress on the system. This added stress places wear and tear on the unit, and increases operation costs. Filters can be washable or disposable. Most hardware stores carry inexpensive, fiberglass filters that are disposable. Measure the existing filter or filter opening. You want to buy the proper fitting filter. If fitting is not correct, it will not filter the debris. It is best to keep several filters on hand.

Always replace the filter cover. By creating a tight seal around the filter opening, you can block any unconditioned air that is being pulled into the unit. The stress of having to cool this warm air causes the efficiency to drop and a loss of effectiveness of the cooling process.

Set the thermostat at 78 degrees or higher for the most energy efficient operation. Each degree below this setting adds 6% to your cooling costs.

Use fans to move the air inside your home. This gives the sensation that it is 5 degrees cooler than the actual temperature.

Shade windows on the sunny side of your home. Keep drapes closed or add room-darkening shades to block out the heat from the sun.

The outside portion of a central air conditioner is the condensing unit. Keep it clear from dried mud, debris and grass clippings, because it needs to breathe. Ask the contractor for instructions on how to do it yourself. Check it periodically, especially after an intense rain. Mud can splatter onto the unit and block the air after it dries.

Use a programmable thermostat to routinely raise the inside temperature while you are at work or routinely away from home for 4 hours or longer. Pre-set the thermostat to adjust back to your normal comfort range 1/2 hour before getting home. This automatic adjustment reduces the cumulative operation of the air conditioner while you are away, and eliminates any discomfort when you arrive home.

Use your programmable thermostat to automatically increase the temperature setting at bedtime. Sleep under lightweight bedding and use fans during sleep. You will sleep comfortably with less cooling.

Do not place lamps near your thermostat. The thermostat senses the heat produced from the lamp and causes the air conditioner to run longer than necessary.

Plant trees or shrubs to shade air-conditioning units but not to block the airflow. A unit operating in the shade uses as much as 10 % less electricity than the same one operating in the sun.

Do not set your thermostat at a colder setting than normal when you turn on your air conditioner. It will not cool your home any faster and could result in excessive cooling and, therefore, unnecessary expense.

MLGW Initiates the Holiday Bill Break Program

The MLGW Board has approved a new program called the Holiday Bill Break to take the place of the annual cut-off moratorium. The new program will ensure that no residential customers are cut-off from December 15 until January 14 for unpaid balances of $399 or less. This new program will allow customers to have extra cash during the holidays while protecting them from getting into serious debt.

MLGW’s Winter Moratorium for seniors takes place during December, January and February each year and the hot/cold weather moratorium will remain in effect as is.

Bird drops deer on electric lines, causes out power outage

When power company crews arrived at the origin of a power outage in East Missoula they were shocked to find the cause was a deer that had been dropped on power lines twenty feet above ground.

Investigators for Northwestern Power in Montana deduced the deer was probably dropped on the lines by a member of a nearby family of bald eagles, according to the official report released on Friday. It appears one of the eagles had captured the fawn and, as bald eagles do, carried the eagle to a high enough altitude that a drop would kill the prey. The entire eagle family could then enjoy the carcass.

This is the first reported power outage due to a flying deer however wildlife have been known to cause power outages.

Tree Trimming

Fox News is running a story on tree trimming. Here are a few clarification points:

Safety
Customers should never attempt to trim limbs that are near or touching power lines.

Trimming
If the customer has tree limbs in close proximity of the pole line, MLGW may trim if distribution lines are in danger.

If a customer is concerned about a tree on their property that does not qualify for removal per MLGW policy, they should contact a licensed contractor to inspect it.

Removal
If the customer has a tree whose trunk is within 10-15 feet (depending on line voltage) of the pole line, and endangering the distribution line, MLGW will remove the tree. However, the tree must interfere with a line running from pole to pole, not the service wire leading from the pole to the customer's home. While MLGW will sometimes remove limbs that interfere with service lines, whole trees will not be removed due to interference with service lines.

MLGW's Line Clearance area will determine whether our facilities are endangered and whether trimming or removal is necessary.

Final Stages of Restoration Begin

MLGW crews this morning are beginning the final stages of restoration following this week’s storms and high winds. Since Monday afternoon’s storm, MLGW has restored power to about 48,100 of the 50,000 customers affected. MLGW crews have been working 24 hours a day, in 16-hour shifts in order to restore power Provided no additional inclement weather hits the area, full restoration is still expected this evening.

To summarize:

• About 125 crews are currently in the field restoring power, including 19 out of town crews.

• Any customer still without power should call 544-6500 today to ensure their outage is logged in the system.

• To report an emergency such as downed wires or gas leaks, please call 528-4465.

• MLGW’s Customer Care Center will be open until 7 p.m. tonight to take customer calls (544-MLGW).

• Some customers may have damage to their weatherheads. If it is damaged, a customer must have it repaired by a licensed electrician and inspected by Shelby County Code Enforcement before MLGW can restore your power. An example of a weatherhead can be found here.

• Areas with the heaviest damage have the longest restoration times. With this storm, restoration involves multiple MLGW crews performing repairs.

• For example, an MLGW troubleshooter may be sent out to analyze a problem. If the problem is simple, the troubleshooter may be able to repair it. However, for a restoration process like this one, with heavy damages, a troubleshooter needs to call in tree trimmers and overhead crews to clear an area. Once the tree trimmers complete their task, an overhead line crew might be necessary to repair or replace poles or lines.

Yesterday's storm knocked out power to more than 50,000 MLGW customers. As of 4 p.m., we have restored about 43,000 of these customers, with final restoration expected by Wednesday evening for all customers provided no additional inclement weather hits the area. MLGW crews will continue work around the clock to restore power, and the CCC will be open overnight to assist customers. Updates will also be available via Twitter and Facebook until 10pm.

Restoration Update 8:30am

As of 8:30 a.m., MLGW crews have restored power to about 36,000 of about 50,000 customers affected by yesterday’s storm that brought damaging winds in excess of 70 MPH. The high winds caused a great deal of tree, line and pole damage across the county.

MLGW crews will continue to work 24 hours a day, in 16-hour shifts in order to restore power. In addition, MLGW's Customer Care Center will be open overnight tonight to assist customers.

Provided that no additional inclement weather hits the area, MLGW is still estimating that it could be Wednesday night before all customers are restored, though most customers should have power before then.

About 140 MLGW crews will be in the field today performing troubleshooting, tree trimming and pole and line repairs. MLGW will be assisted by 19 out of town crews from Nashville, Chattanooga, and Indiana.

With the heat index expected to be 102 degrees today, MLGW urges customers without power to follow heat safety tips provided by the Shelby County Health Department and the American Red Cross.

Customers can report outages to MLGW by calling its outage hotline at 544-6500 to make sure their outage is logged in the system. To report an outage, customers will need to have their account number or the phone number that's associated with their account.

To report an emergency such as downed wires or gas leaks, please call 528-4465. This number should be treated like 911 and only used for these types of emergencies.

For example, an MLGW troubleshooter may be sent out to analyze a problem. If the problem is simple, the troubleshooter may be able to repair it. However, for a restoration process like this one, with heavy damages, a troubleshooter needs to call in tree trimmers and overhead crews to clear an area. Once the tree trimmers complete their task, an overhead line crew might be necessary to repair or replace poles or lines.

Weatherheads

Some customers may have damage to their weatherheads. The weatherhead is usually located above the roofline or attached to the gable or side of the house where the customer's wiring connects to MLGW's electric lines. It's been awhile since I've posted something fun and "green." I just came across this video and am awestruck.

But also, the key message here is to reduce the use of plastic. Not just Plastic bags and Plastic bottles, but plastic everything!

Library helps you keep tabs on electricity consumption

Memphis Light Gas and Water, Tennessee Valley Authority, and the Memphis Public Library have teamed-up to offer two new programs to help Shelby County residents reduce energy consumption: Get EnergySmart @ Your Library and Kill-A-Watt Checkout.

Get EnergySmart @ Your Library is a two-hour workshop that imparts practical tips and offers hands-on instruction. Attendees leave Get EnergySmart sessions with a tote valued at $50 that includes gadgets and tools to complete simple do-it-yourself projects that will save money and energy.

For those wondering just how much it costs to run their home appliances, Kill-A-Watt Checkout will help identify electricity-gorging culprits. The Kill-A-Watt devices can be checked-out from area libraries with a valid library card. Determining consumption using Kill-A-Watt is easy. The electricity usage monitors plug into wall sockets. Plug an appliance into the monitor to assess energy usage. Each Kill-A-Watt is pre-programmed with MLGW rates. Knowing how much electricity it takes to operate an appliance can help residents manage electricity usage - potentially saving hundreds of dollars.

Both programs are free. However, registration is required for the Get EnergySmart workshops; call the presenting branch to reserve a space.

In Home Energy Display

I was selected to be a part of our Smart Grid Demonstration Project and my smart meter was installed several months ago. Recently, I became one of 500 participants also selected to test an In Home Display. The display communicates wirelessly with the smart meter, providing almost instantaneous feedback on each participant’s electricity status.

The IHD has several screens to show consumption, demand, cost, trends and other information, plus capabilities to receive customized messages from MLGW. The device has a battery and a plug-in charger, so it can be carried throughout the house, placed on a table or counter top, or hung on a wall for easy viewing. I have mine by the front door.

As you can see, it shows how many days of service I've had during the current billing cycle, the cost to date, and the projected monthly cost. At the time of this photo, I was pretty excited about the outlook for my June bill. However, the extremely high temps over the past few days have caused us to up our air-conditioning use. It's been interesting to watch how the temperature outside directly affects our utility bill.

Even though we've kept the air on 78, the recommended setting, the rising temps outside make it harder and harder to achieve 78 inside. When it's 85 outside, we only had to make up 7 degrees. With temps hovering around 100, we have to make up 22 degrees. That definitely adds up.

Then there's other major electricity users like the hot water tank, the washer/dryer, dishwasher, refrigerator, the TV, and computer. MLGW expanded the My Account website to include new tools that help Smart Grid Demonstration participants track electricity usage, power demand and electricity costs online. The meter information is uploaded once a day and will grow to contain two years of smart meter history for detailed analysis. With smart meter highlights and multiple graphs, participants see how their electricity usage changes throughout the day and month, providing greater information for better control over when and how electricity is used.

MLGW ends ban on service cutoffs
Vote changes winter moratorium rules

The board of Memphis Light, Gas and Water Division voted Thursday to end a ban on winter service cutoffs to residential customers who don't pay their bills.

The old "annual moratorium" stopped the utility from cutting off residential customers between Dec. 15 and Jan. 14, except in cases of theft of services, safety problems or customer default on special payment plans.

Thursday's vote changes the rules: now MLGW can cut off services to nonpaying customers during that period if they have an unpaid balance of $399.99 or more. Shortly before the last moratorium period ended, at least 19,000 customers owed at least that much.

The utility already offers the same $399.99 cutoff protection year-round to customers with good credit. If the customers have troubled credit, the utility puts them on the cutoff list if their unpaid balance reaches $199.99 or more.

Even with the new policy in place, many customers will escape a visit from the dreaded "cutoff guys." A separate policy blocks MLGW from turning off utilities on days in which the windchill factor drops below 33 degrees for four or more hours within a 24-hour period.

There's also cutoff protection on hot days, plus additional cutoff protections for those age 60 or older as well as for those with serious health problems or disabilities. Even when MLGW cuts off gas and electricity to residences, it leaves water on for at least 60 days.

Early last month, utility administrators asked the board to end the Dec. 15-Jan. 14 moratorium, arguing that it prompted many people not to pay their bills, which caused their debts to grow and made them desperate for help when the period ended.

The federal government's reduction in the amount of emergency utility aid available made change urgent, said the administrators, President and CEO Jerry Collins and Chris Bieber, the utility's vice president of customer care.

But at the board's May 19 meeting, Memphis City Council member Janis Fullilove spoke against ending the moratorium, saying that many people need it and that she'd taken advantage of it herself. She proposed requiring that customers sign up for the moratorium program and pay all the money due before starting it.

Collins said that idea was impractical and instead endorsed the $399.99 policy.

MLGW to Issue Gas Billing Credit in August

A recent adjustment to MLGW’s Purchased Gas Adjustment (PGA) will result in credits that will be reflected on the August bills of MLGW’s natural gas customers. The adjustment is the result of a billing error that was recently discovered and reported by MLGW staff. The error dates back to a rate adjustment that was made in January 2008 and reflects gas usage between then and May 2011. The overcharges amounted to a little less than $1 per month per customer. The average credit will be about $38 per residential customer and will be reflected in customers’ gas charges.

The amount of the credit adjustment for commercial customers will vary. The actual amount of these credits is based on each customer’s actual gas usage between January 2008 and May 2011.

“We regret that this error occurred,” said Jerry Collins Jr., MLGW President and CEO. “However, we are making it right in the form of this credit to our customers and hope that it will provide some relief for their August utility costs.”

The PGA is a cost recovery mechanism. Monthly gas bills reflect the cost of the natural gas MLGW purchases, as well as the cost of gas storage, transportation, and delivery. These costs fluctuate due to the deregulated, competitive natural gas marketplace. Like virtually all natural gas utilities, MLGW uses a PGA to pass along these increases and decreases in gas costs to its customers.

Water Quality Report

We recently began mailing our annual Water Quality Report to all of our water customers. The report is the culmination of a year of laboratory tests revealing that Memphis water is well within Environmental Protection Agency (EPA) and Tennessee Department of the Environment and Conservation (TDEC) water purity standards and is safe for area residents to drink.

All community water systems are required to prepare and distribute an annual water quality report, also referred to as the Consumer Confidence Report (CCR), according to a 1996 Congressional amendment to the Safe Drinking Water Act. The Environmental Protection Agency (EPA) and the Tennessee Department of Environment and Conservation (TDEC) prescribe regulations that limit the amount of certain contaminants in water including microbial, inorganic and organic contaminants, pesticides and herbicides, and radioactive impurities. Specialists in MLGW’s Water Quality Assurance Laboratory perform numerous tests throughout the year to monitor such components of Memphis water. The 2010 test results reveal that our water is well within the designated limits, and meets or exceeds all water quality standards set by the EPA and TDEC.

MLGW suggests that local residents preserve and conserve water in the following ways:

• Don’t leave tap running while brushing teeth; take shorter showers; install low-flow faucets.

• Fully load dishwasher or clothes washer before use. If you wash dishes in the sink, don’t leave tap running to rinse. Clean vegetables in pan of water rather than under running faucet.

• Repair dripping faucets and leaky toilets. In an average home, dripping faucets waste up to 2,000 gallons of water each year. Leaky toilets waste as much as 200 gallons per day.

• Water your lawn only when it’s needed, and water during early morning or evening hours and not on windy days. Make sure sprinkler isn’t watering driveway, sidewalk or street.

• Check your water meter: If all water taps and outlets are turned off, and the meter’s red test hand keeps moving, you may have an underground leak that requires a plumber’s attention.

• Preserve the quality of our water supply. Don’t overuse pesticides and fertilizers, avoid flushing medications down toilet or sink, and dispose of hazardous materials properly.

Weather-Related Moratorium for Summer

When there are extreme weather conditions, we are mindful of our customers' safety. We do not disconnect residential customers when the following heat-related conditions exist:

1. The forecast heat index will be 100 degrees Farenheit or above at any time during a 24 hour period.

2. The forecast heat index will be 95 degrees Farenheit or above at any time during a 24 hour period for customers 60 years of age or older, physically challenged, or certified as life-support dependent.
